A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA APPROVING ADDENDUM NO. 1 TO THE
COLLECTIVE BARGAINING AGREEMENT WITH THE PROFESSIONAL
FIREFIGHTERS/PARAMEDICS OF PALM BEACH COUNTY, LOCAL 2928, INC.
TO EXTEND THE AGREEMENT THROUGH SEPTEMBER 30, 2018;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village of North Palm Beach and the Professional Firefighters/Paramedics of
Palm Beach County, Local 2928, IAFF, Inc. ("IAFF") have agreed to extend the term of the
collective bargaining agreement ("CBA") that expired September 30, 2016; and
WHEREAS, the Village and the IAFF have agreed that the CBA shall remain unchanged except
for the implementation of retroactive pay adjustments that were effective October 1, 2016 and
the implementation of pay adjustments for the fiscal year beginning October 1, 2017; and
WHEREAS, the Village and the IAFF have agreed to create a supplemental plan in accordance
Chapter 175, Florida Statutes; and
WHEREAS, the Village and the IAFF have agreed to extend the term of the CBA through
September 30, 2018; and
WHEREAS, the Village Council determines that the adoption of this Resolution is in the best
interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council hereby approves and ratifies Addendum No. 1 to the
Collective Bargaining Agreement between the Village and the Professional Firefighters/Paramedics
of Palm Beach County, Local 2928, IAFF, Inc., a copy of which is attached hereto and
incorporated herein.
Section 3. All resolutions or parts of resolutions in conflict with this Resolution are hereby
repealed to the extent of such conflict.
Section 4. This Resolution shall be effective immediately upon adoption.

ADDENDUM NO. 1
to the
COLLECTIVE BARGAINING AGREEMENT
between
THE VILLAGE OF NORTH PALM BEACH
and the
PROFESSIONAL FIREFIGHTERS/PARAMEDICS OF
PALM BEACH COUNTY, LOCAL 2928, IAFF, INC.
WHEREAS, the Village of North Palm Beach (Village) and the Professional
Firefighters/Paramedics of Palm Beach County, Local 2928, IAFF, Inc. (Local 2928), have
agreed to extend the term of the collective bargaining agreement that expired September 30,
2016 (Agreement); and
WHEREAS, the Village and Local 2928 have agreed that the wages, hours, and terms
and conditions of employment of employees in the bargaining unit represented by Local 2928
shall remain unchanged except as provided herein;
IT IS THEREFORE AGREED that the Agreement shall be amended as follows:
1. Performance adjustments shall occur effective the first payroll period beginning in
April 2017 and April 2018 in the same manner as performance adjustments occurred in Year
Two of the Agreement (10/1/15-9/30/16) as outlined in Article 30 of the Agreement.
2. Retroactive pay adjustments resulting from implementation of performance
adjustments to be effective with the first payroll period beginning in April 2017 shall be paid
along with the paycheck for the second payroll period beginning on or after the date this
Addendum No. I is ratified by both the Village and the bargaining unit represented by Local
2928.
3. The ordinance establishing the Village of North Palm Beach Fire and Police
Retirement Fund, as contained in Chapter 2, Article V, Division 4, of the Code of Ordinances of
the Village of North Palm Beach, shall be amended in a manner to be determined by the Board
of Trustees of the Retirement Fund so as to create a supplemental benefit plan, commonly known
as a share plan, for the provision of special benefits as required by Chapter 175, Florida
Statutes. At this time the parties acknowledge that such supplemental/share plan will not be

funded because the parties mutually consent, in accordance with Section 175.351, Florida
Statutes, to continue to utilize monies received pursuant to Chapter 175, Florida Statutes, in the
same manner as such monies were utilized at the time of implementation of this Agreement. The
terms of participation in the supplemental/share plan shall be bargained by the parties at the time,
if ever, that the supplemental/share plan is to be funded. The parties authorize the Village and
Local 2928 to execute whatever documents necessary to certify to the State of Florida that the
parties have mutually consented to maintain the status quo with regard to the use of monies
received pursuant to Chapter 175.
4. The Village and the Union agree that this Addendum No. 1 shall act to extend the
term of the Agreement through September 30, 2018, and that the parties will commence
negotiations for a successor agreement on or before June 1, 2018.
EXCEPT AS HEREIN AMENDED, THE AGREEMENT SHALL
REMAIN IN FULL FORCE AND EFFECT.
