Attorney reads title of Ordinance 2017-14 establishing and adopting an ad valorem tax millage rate for the fiscal year commencing 10/1/17 and ending 9/30/18. b. Attorney reads title of Ordinance 2017-15 adopting a budget for the fiscal year commencing 10/1/17 and ending 9/30/18. c. Motion to adopt Ordinance 2017-14 establishing the ad valorem tax millage rate on first reading. d. Motion to adopt Ordinance 2017-15 adopting the Budget for Fiscal Year 2017-2018 on first reading. e. Staff presentation on BOTH ad valorem tax millage rate and budget. f. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. 1. Resolution 2017-67 approving a Fourth Amendment to the Agreement for Grant Services with RMPK Funding, Inc. and authorizing execution of the Amendment. 2. Receive for file Minutes of the Library Advisory Board meeting held 7/25/17 3. Receive for file Minutes of the Audit Committee meeting held 8/21/17 Recommendation: “to accept the Golf Advisory Board proposal to borrow up to $1.5 million from the General Fund for the major repairs to the golf course, with the funds to be provided on a timely basis as required.” 4. Receive for file Minutes of the Golf Advisory Board meeting held 8/21/17 Recommendation: “to extend IGM golf course maintenance contract for two years.” 5. Receive for file Minutes of the Library Advisory Board meeting held 8/22/17 6. Receive for file Minutes of the Infrastructure Surtax Oversight Committee meeting held 8/29/17 Recommendation: “the following projects be funded with surtax funds: Earman River Irrigation Pump Station ($250,000); Asphalt Resurfacing – Streets ($500,000); Village Wide Sidewalks & Crosswalks ($100,000); Lighthouse Bridge Repairs ($250,000); and Stormwater Drainage System Continuing Maintenance ($250,000) for a total of approximately $1,350,000.00.” E. OTHER VILLAGE BUSINESS MATTERS 1. RESOLUTION – PROPERTY CASUALTY INSURANCE Consider a motion to adopt a proposed resolution accepting a proposal from Public Risk Management of Florida to provide Property and Casualty Insurance for the Village; and authorizing Village Administration to take all actions necessary to implement such coverage. ACTION 2. RESOLUTION – STATE AID TO LIBRARIES GRANT Consider a motion to adopt a proposed resolution approving the submission of an application for State Aid to Libraries Grant Funding, authorizing execution of the Grant Agreement, and approving the annual plan of services. ACTION 3. RESOLUTION – LANDSCAPING AND GROUNDS MAINTENANCE SERVICE CONTRACT Consider a motion to adopt a proposed resolution accepting the proposal of Precision Landscape of Palm Beach County, Inc. to provide landscaping and grounds maintenance services at a total annual cost not to exceed $503,796.00; and authorizing execution of the contract. RESOLUTION – LIGHTHOUSE BRIDGE ENGINEERING SERVICES Consider a motion to adopt a proposed resolution approving a proposal from Engenuity Group, Inc. for engineering, bidding and construction administration services associated with repairs to the Lighthouse Drive Bridge at a total cost of $25,190.00; authorizing a budget amendment to fund these services and authorizing the Village Manager to execute the necessary documents. ACTION 5. RESOLUTION – IAFF AGREEMENT Consider a motion to adopt a proposed resolution approving Addendum No. 1 to the Collective Bargaining Agreement with the Professional Firefighters/Paramedics of Palm Beach County, Local 2928, Inc. to extend the Agreement through September 30, 2018. This agenda represents the tentative agenda for the scheduled meeting of the Village Council.
