07-31-2017 VC SP-MPresent: ROLL CALL MINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JULY 31, 2017 Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor Marls Mullinix, President Pro Tem David B. Norris, Councilmember Susan Bickel, Councilmember Andrew D. Lulcasilc, Village Manager Melissa Teal, Village Cleric Mayor Aubrey called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present, except the Village Attorney. NORTH PALM BEACH COUNTRY CLUB CLUBHOUSE Mr. Lulcasilc noted the Council's decision to issue a new Request for Proposals (RFP) for an operator to provide food and beverage services at the new clubhouse. Mr. Lukasik outlined issues to be considered in conjunction with preparation of the RFP, including, but not limited to, moving forward with the existing design. The Council discussed options and asked questions about the clubhouse project. Concerns were expressed regarding the overall cost of the project and the total square footage allocated to food and beverage operations. Joe Gaudet, Gaudet and Associates, reviewed the square footage assigned to the food and beverage component in the current design and the cost of the kitchen equipment. Mr. Gaudet addressed Council questions concerning the construction documents, the RFP process, and timelines. Architects Sean Sulchu and Bob Braido of Peacock + Lewis Architects and Planners, LLC responded to Council questions regarding the clubhouse project. Building Official Peter Ringle discussed how a redesign would impact plan review and scheduling. Mr. Sulchu advised that Peacock + Lewis had already begun discussing options for a hybrid design that would keep the spirit of the structure and design while reducing the size to comply with the Council's request. Mr. Sulchu estimated that a schematic plan could be ready in a few weeks. It was suggested that the architect take out the fine dining restaurant, downsize to one kitchen and reduce the associated storage area, and put together a concept for Council review in three weeks. Regarding the banquet space, it was noted that Council intends this as a multi-purpose area to be used for banquets, meeting rooms, and other public activities. A motion was made by Vice Mayor Gebbia to ask the architect to suspend any activity on finalizing the current design, keep the current casual dining (grill room/bar) at about 120 seats, downsize the facilities needed for the restaurant proportionately, and come back with a concept within three weeks. The motion was seconded by Councilmember Bickel and passed unanimously.
