Lukasik, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk Mayor Aubrey called the meeting to order at 10:18 p.m. All members of Council were present. All members of staff were present. BOAT AND RV ORDINANCE IMPLEMENTATION Discussion took place concerning comments by the Boat and RV Working Group regarding implementation of Ordinance 2016-07, which amended Chapter 18, "Motor Vehicles and Traffic," of Article III, "Stopping, Standing and Parking," of the Village Code of Ordinances, to clarify and provide for enforcement of regulations governing the parking and storage of boats, trailers and recreational camping equipment in the R-1 and R-2 Zoning Districts. Mr. Lukasik reviewed staff's presentation to the Boat and RV Working Group. Mr. Lukasik discussed the input received from the Working Group concerning strategies for implementing Ordinance 2016-07. Mr. Lukasik provided photo examples of boats and recreational vehicles that were in compliance and not in compliance. Mr. Lulcasik noted the Working Group's emphasis on educating the public on the new regulations and suggestions on items to be addressed during the education campaign. Mr. Lukasik discussed the process for enforcing regulations on boat storage pertaining to temporary parking; registration; size restrictions; screening requirements, definitions, and exceptions; condition of equipment; and the special exception process. Mr. Lukasik reviewed regulations related to RV equipment, and noted that many RVs will not be able to meet the height (10 feet) and length (30 feet) limitations. Mr. Rubin discussed the "vested rights" process for non -conforming equipment. Consensus of Council was to move forward with the plan of action as presented by Mr. Lukasik.
