05-11-2017 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA ( MAY 11, 2017 Present: Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor Mark Mullinix, President Pro Tem Susan Bickel, Councilmember Andrew Lukasik, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk Absent: David B. Norris, Councilmember ROLL CALL Mayor Aubrey called the meeting to order at 8:11 p.m. All members of Council were present, except Councilmember Norris, who was out of town. All members of staff were present. CRYSTAL COVE COMMONS Discussion was held concerning the application for approval of a Commercial Planned Unit Development (CPDD) with waivers, and Site Plan and associated plans for the Crystal Cove Commons commercial plaza, located on approximately 7.86 acres at 1201 US Highway 1 (currently known as Crystal Tree Plaza). Village Planner Erin Sita gave a presentation on the proposed Crystal Cove Commons project. Mrs. Sita stated the applicant has requested approval of a CPDD with nine waivers, and Site Plan approval including the Landscape Plan and Master Sign Plan. Mrs. Sita reported the proposed request includes exterior improvements to the building fagade as well as increasing the number of outdoor seating areas and the quantity of landscaping. Mrs. Sita stated the CPUD request and Site Plan approval is primarily to allow for additional signage and sign types through the waiver process. Mrs. Sita reviewed the requested parking and landscaping waivers and explained the parking use condition request. Mrs. Sita discussed the proposed Master Sign Program, including the location map and design guidelines for each sign type. Mrs. Sita expressed concern that the amount of signage proposed is excessive and represents a substantial increase over what is typically permitted by Village Code, and is inconsistent with the purpose and intent of the sign code and the character of commercial signage in the Village. Mrs. Sita reviewed staff recommendations regarding the Master Sign Program and the requested sign waivers. Mrs. Sita detailed the conditions of approval recommended on page 15 of the Staff Report. Landscape Architect Nick Mihelich, Urban Design Kilday Studios, gave a presentation on the project, including the proposed landscape plans; architectural enhancements; architectural renderings; lighting; site plan; pedestrian access; entry modifications; Master Sign Plan; requested waivers for signage, parking, and landscaping; requested parking condition; and valet plan. Rob Rennebaum, P.E., Simmons & White, discussed the results of the shared parking study. Minutes of Village Council Workshop Session held May 11, 2017 Page 2 of 2 Discussion ensued regarding the landscaping, signage, and parking. A suggestion was made to consider reducing parking by two spaces in order to increase the interior median landscaping. 1 It was noted that the Master Plan identified this site for a potential mixed-use component. It was requested that the applicant consider other uses in some of the buildings. The need for a walkthrough to the back of the project was mentioned. Concerns were expressed regarding signage, including the number of signs (particularly project identification signs), the size of the entry monument sign, and the raised wall signs. A suggestion was made to consider reducing the size of the directional sign at the entrance by decreasing the number of tenant names on it and/or placing it on one side of the island, rather than in the center. Further discussion took place concerning the number of parking spaces. Mrs. Sita reported the applicant had submitted a revised traffic study which was being reviewed by Engenuity Group. Consensus of Council was to forward this item to a Regular Session agenda.
