09-09-1999 VC PH-M• MINUTES OF THE PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 9, 1999 Present: Dr. Edward M. Eissey, Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem David B. Norris, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The Purpose of the Public Hearing was to hear comments from the public concerning-the proposed 1999-2000 operating budget, including the North Palm Beach Country Club. STATEMENT OF PERCENTAGE INCREASE Mayor Eissey announced that the proposed millage rate is 5.6, which is 3.5% more than the roll- back rate figure of 5.4111; and that this year's millage rate of 5.6 is the same as last year's rate of 5.6. COMMENTS FROM THE PUBLIC There were no comments from the public. Village Manager Dennis Kelly addressed the Council regarding 3 budget amendments, as follows: 1) increase in tuition reimbursement in the amount of $5,000; 2) $3,500 for a Public Safety banquet for Public Safety employees; and $1,000 for an advertising line item in the Village Manager's budget. Consensus of Council was to approve the three requests by amending • the budget during the budget year. Minutes ofRegular Session Held Thursday, September 9, 1999 s TENTATIVE BUDGET ADOPTED Vice Mayor Tringali moved to adopt the tentative operating budget for Fiscal Year 1999-2000. Councilman Norris seconded the motion. The motion passed 4-1, with Vice Mayor Tringali, Councilman Norris, Councilman O'Meilia and Mayor Eissey voting aye, and President Pro Tem Vastola voting nay.
