09-21-1999 VC PH-M. MINUTES OF THE PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, SEPTEMBER 21, 1999 Present: Edward M. Eissey, Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem David B. Norris, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 5:30 p.m. All members of Council were present. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The Purpose of the Public Hearing was to hear comments from the public concerning the proposed 1999-2000 operating budget, including the North Palm Beach Country Club. Mayor Eissey announced that the proposed millage is 5.6, which is 3.5% more than the roll-back figure of 5.4111. This year's millage rate of 5.6 is the same as last year's rate of 5.6. COMMENTS FROM THE PUBLIC There were no comments from the public to be heard. RESOLUTION 54-99 ADOPTED -MILEAGE Vice Mayor Tringali moved that Resolution 54-99 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF-THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1999, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION U Minutes of 2nd Public Hearing Held Tuesday, September 21, 1999 • Be adopted. Councilman Norris seconded the motion. The motion passed 4-1, with Vice Mayor Tringali, Councilman Norris, Councilman O'Meilia and Mayor Eissey voting aye, and President Pro Tem Vastola voting nay. ORDINANCE 31-99 ENACTED -ADOPTING BUDGET FOR FISCAL YEAR 1999-2000 Councilman O'Meilia moved that Bill 972 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1999 TO SEPTEMBER 30, 2000, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE Be placed on second reading and read by title alone. Councilman Norris seconded the motion. The motion passed 4-1, with Councilman O'Meilia, Councilman Norris, Vice Mayor Tringali and Mayor Eissey voting aye, and President Pro Tem Vastola voting nay. Vice Mayor Tringali moved that Bi11972 be enacted. as Ordinance 31-94. Councilman O'Meilia seconded the motion. The motion passed 4-1, with Vice Mayor Tringali, Councilman O'Meilia, Councilman Norris and Mayor Eissey voting aye, and President Pro Tem Vastola voting nay.
