09-10-1998 VC PH-M• MINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 10, 1998 Present: David B. Norris, Mayor Charles O'Meilia, Vice Mayor Dr. Edward M. Eissey, President Pro Tem Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Gail H. Vastola, Councilman ROLL CALL Mayor Norris called the Public Hearing to order at 7:00 p.m. All members of Council were present except Councilman Vastola, who was out of the country. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear the public concerning the proposed 1998- 99 operating budget, including the North Palm Beach Country Club. Prior to hearing statements from the Public, Mayor Norris announced the proposed millage rate of 5.6, and stated it to be 3.1% more than the rollback rate figure of 5.431. He stated further that this year's millage rate of 5.6 is 3.7% more than last year's millage rate of 5.4. STATEMENTS FROM THE PUBLIC Manny Grinn, 536 Greenway Drive, addressed the Council regarding the increase in the utility tax, and asked if the increase is intended for the 1998-99 budget, and wanted to know how much money the additional 1% means. When told that it would mean $85,000, Mr. Grinn stated that it is a sneak tax, and is being derived from the homeowners and is an additional tenth of a mill. • There were no further statements from the public to be heard. Minutes ofi 1st Public Hearing held Thursday, September 10, 1998 ADOPTION OF TENTATIVE BUDGET Councilman Tringali moved to adopt a tentative operating budget for Fiscal Year 1998-99. Vice Mayor O'Meilia seconded the motion. During discussion of the motion, Vice Mayor O'Meilia moved to amend the budget by deleting the $500,000 for Country Club renovation as an expense item and the funding out of the Unappropriated Reserves of the Country Club. Councilman Tringali seconded the motion, which passed 4-0. Vice Mayor O'Meilia moved to delete the new position of Assistant Village Manager from the budget. The motion failed for lack of a second. Councilman Tringali moved to include $3,000 in the budget for funding two new positions of Computer Technician and Acting Village Manager. President Pro Tem Eissey seconded the motion. The motion passed 3-1, with Councilman Tringali, President Pro Tem Eissey and Mayor Norris voting aye, and Vice Mayor O'Meilia voting nay. • Thereafter, the original motion to adopt a tentative operating budget, as amended, passed 4-0.
