07-23-1998 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 23, 1998 Present: David B. Norris, Mayor Charles O'Meilia, Vice Mayor Dr. Edward M. Eissey, President Pro Tem Gail H. Vastola, Councilman Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present. The purpose of the Public Hearing was to hear comments from the Public concerning Bill 923, a proposed ordinance amending Subsection (4)(a), Adult Entertainment, of Section 45-20 of Article II of Appendix C-Zoning of the Code of Ordinances of the Village by deleting prohibition within 200 feet of the lot line of apre-existing residence. COMMENTS FROM THE PUBLIC Mary Annis, 749 Eagle Way, addressed the Council with various questions regarding Bill 923, and asked that the purpose of the proposed code amendment be explained. Tom Baird, Special Council for the Village, explained that federal law requires that cities must provide enough sites within the community for adult entertainment establishments. Mr. Baird further explained that if enough sites were available, as provided by the enactment of this amendment, the Village's Adult Entertainment ordinances would be found to be constitutional.
