09-11-1997 VC PH-M MINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 11, 1997 Present: Gail H. Vastola, Mayor Charles O'Meilia, Vice Mayor Tom Valente, Councilman David Norris, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Vastola called the meeting to order at 7:00 p.m. All members of Council were present except President Pro Tem Kelley, who was absent due to illness. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear the public concerning the proposed 1997- 98 operating budget, including the North Palm Beach Country Club. Prior to hearing statements from the Public, Mayor Vastola announced the proposed millage rate of 5.4000, and stated it to be 7.6% more than the rollback rate figure of 5.0189. She stated further that this year's millage rate of 5.4000 is 6.7% more than last year's millage rate of 5.0600. STATEMENTS FROM THE PUBLIC There were no statements from the public. ADOPTION OF TENTATIVE BUDGET _ Vice Mayor O'Meilia moved to adopt a tentative operating budget for Fiscal Year 1997-98. Councilman Norris seconded the motion. During discussion, the Village Manager informed the Village Council of a request for payment of civic dues for the Public Safety Director in the amount of $89.00. Due to the small amount requested, a change to the budget was not recommended. A budget transfer will be done at a later date. Discussion also took place concerning the annual Manager's memorandum that is contained in the Budget. . Vice Mayor O'Meilia moved that the Manager's memo of May 30, 1997 be deleted from the budget book. Councilman Valente seconded the motion, and all present voted aye. Thereafter, the main motion passed 4-0. ADJOURNMENT There being no further comments to be heard, the meeting adjourned at 7:18 p.m. athleen F. Kelly, C , Village C k III •
