12-11-1997 VC PH-M• MINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 11, 1997 Present: Gail H. Vastola, Mayor Charles O'Meilia, Vice Mayor Larry Kelley, President Pro Tem Tom Valente, Councilman David Norris, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL • Mayor Vastola called the meeting to order at 7:15 p.m. All members of Council were present. All members of staff were present. The purpose of the Public Hearing was to hear comments from the Public concerning Bill 906, a proposed ordinance amending Section 45-33, C-1 Neighborhood Commercial District, of Article III of Appendix C, Zoning, of the Code of Ordinances of the Village by adding a general description of the District; amending the uses permitted and providing a maximum square footage of building floor area for an individual user. COMMENTS FROM THE PUBLIC Joe Ackerman, 515 N. Flagler Drive, West Palm Beach, representing the Monastery, addressed the Village Council with two requests regarding Bill 906. Mr. Ackerman asked the language not be limited to "conference and retreat facilities", but that a separate item to be called #8 under Permitted Uses be added to include "religious worship or related religious activities". Mr. Ackerman also requested that the Permitted Uses include any use permitted in the C-1A Limited Commercial District. Village Attorney George Baldwin stated that the proposed ordinance already included his second request. Mort Levin, 115 Lakeshore Drive, submitted a list of requested additions, deletions and changes to Bill 906 for Council consideration, including a request to prohibit mobile home parks and theaters in the Neighborhood Commercial district. Other points addressed by • Mr. Levin included regulations on awning structures and shopping carts, and a mandated closing time of 2:00 a.m. for retail establishments.
