09-25-1996 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, SEPTEMBER 25, 1996 Present: V. A. Marks, M. D., Mayor Tom Valente, Vice Mayor Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Larry Kelley, President Pro Tem ROLL CALL Mayor Marks called the Public Hearing to order at 7:00 p.m. All members of Council were present except President Pro Tem Kelley, who was absent due to illness. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear the public concerning the proposed 1996- 97 operating budget, including the North Palm Beach Country Club. _ Prior to hearing statements from the Public, Mayor Marks announced the proposed millage rate of 5.06, and stated it to be .05% less than the rollback rate of 5.0628. He stated further that this year's millage rate of 5.06 is .8% less than last year's millage rate of 5.10. STATEMENTS FROM THE PUBLIC Manny Grinn, 536 Greenway Drive, addressed the Council regarding an item in the proposed budget wherein it states that the costs are to be determined later, specifically, the building of the new Public Safety Building, new senior citizens building. and improvements at the Community Center. Mr. Grinn opined that this is fraud on the public. RESOLUTION 60-96 ADOPTED -MILEAGE Councilman Vastola moved that Resolution 60-96 entitled: Minutes of Public Hearing • Held Wednesday, September 25, 1996 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1996, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. Vice Mayor Valente seconded the motion, and all present voted aye. Councilman Vastola moved that Bill 843 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1996 TO SEPTEMBER 30, 1997, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. Vice Mayor Valente seconded the motion, and all present vote aye. Councilman Vastola moved that Bill 843 be enacted as Ordinance 36-96.
