08-22-1996 VC PH4-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 22, 1996 Present: Tom Valente, Vice Mayor Larry Kelley, President Pro Tem Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: V. A. Marks, M. D., Mayor ROLL CALL Vice Mayor Valente called the meeting to order at 7:10 p.m. All members of Council were present except Mayor Marks, who was recovering from surgery. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the public concerning Bill 836 (Ordinance 33-96), a proposed ordinance annexing to the Village that certain area of property generally known as Southwest Neighborhood III and calling for a referendum election within the area to be annexed. COMMENTS FROM THE PUBLIC Manny Grinn, 536 Greenway Drive, referred to the newly changed language of the annexation ordinance, wherein the word "commonly" was changed to "generally". Mr. Grinn stated that he doesn't believe that anyone thinks the annexation is generally or commonly known as the Southwest Neighborhood III, and that the word "designated" should have been used. A member of the public representing Bud's Chicken at 2579 Northlake Blvd. stated that he is opposed to the annexation. Dorothy Williams, 9091 Prosperity Farms Road, spoke to the Council regarding her opposition to the annexation. Mrs. Williams stated she has been living in that neighborhood for 46 years, and likes it just the way it is. She stated that the people in that area who are middle income families would not be able to afford the changes that would be required of them by annexation, such as moving their business vehicles. Mrs. Williams further stated that she is a Notary Public, and felt she would not be able to continue this service if annexed into North Palm Beach. Minutes of Public Hearing held Thursday, August 22, 1996 Sam Trivalia, 9091 Prosperity Farms Road, said he felt that the Council was trying to discourage those who are opposed to annexation by telling them that "eventually" they would have to be annexed by one town or another. It was explained that no discouragement was intended, but the word from the County is that eventually they would like to see all small pockets of unincorporated land annexed into the surrounding towns. He further stated that he felt the annexation was being forced on them, and that he didn't believe that the residents in the annexation area had petitioned the Village to be annexed. Ed Moore, 2532 Conroy Drive, responded to the last speaker, and verified that he had obtained 80% of the residents of the area to petition the Council for annexation. He further stated that North Palm Beach did not approach their neighborhood, but that the residents of the neighborhood had approached the Village. Mr. Moore also stated that their main reason for wanting the annexation to go through is because the response time by the County in emergency situations is too long. He also stated to the previous speakers that "North Palm Beach now allows home occupations". ADJOURNMENT .
