04-11-1996 VC PH-MMINUTES OF PUBLIC HEARING OF THE • VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 11, 1996 Present: V. A. Marks, M. D., Mayor Tom Valente, Vice Mayor Larry Kelley, President Pro Tem Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Marks called the meeting to order at 7:20 p.m. All members of Council were present. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the Public concerning a proposed settlement of claim by the Village ofi North Palm Beach to SAS Vending & • Leasing, Co., Inc., in the amount of $13,750.00. COMMENTS FROM THE PUBLIC Manny Grinn, 536 Greenway Drive, questioned why a second agreement had been entered into, unbeknownst to the Country Club Administrative Board and the Village Council, which said that the Village would no longer participate in the gross revenues of the vending machines that SAS generated. Mr. Grinn said that after the second agreement had been made, SAS Vending was told to remove their machines, which resulted in a lawsuit for loss of profits. Additionally, Mr. Grinn felt that the settlement should not be included in a line item for "Special Legal Services", because that would inaccurately indicate that the expense was for attorney fees, rather than settlement. Mr. Grinn stated that he thinks the Village Council never saw either of the contracts relating to SAS Vending. Village Manager Dennis Kelly clarified that the order to remove the vending machines occurred between the two contracts, not after the second contract.
