09-28-1995 VC B PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 28, 1995 Present: Tom Valente, Mayor V. A. Marks, M. D., Vice Mayor Larry Kelley, President Pro Tem Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Valente called the Public Hearing to order at 7:00 p.m. All members of Council were present. All members of staff were present except Village Attorney George Baldwin. PURPOSE OF PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the Public concerning the proposed 1995-96 Operating Budget, including the North Palm Beach Country Club, and to make a final decision on the proposed millage rate and budget. STATEMENT OF MILEAGE RATE Mayor Valente announced the proposed millage rate of 5.1 mills, a decrease in millage over the rolled-back rate of 1.54%. STATEMENTS FROM THE PUBLIC There were no comments from the public. RESOLUTION 42-95 ADOPTED -MILEAGE Vice Mayor Marks moved that Resolution 42-95 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1995, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION Minutes of Public Hearing held Thursday, September 28, 1995 be adopted. Councilman Vastola seconded the motion, and all present voted aye. BILL 794 ENACTED AS ORDINANCE 28-95 -BUDGET FOR FISCAL YEAR 1995-96 President Pro Tem Kelley moved that Bill 794 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1995 TO SEPTEMBER 30, 1996, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. Councilman O'Meilia seconded the motion. The motion passed 3-2, with President Pro Tem Kelley, Councilman O'Meilia and Vice Mayor Marks voting aye, and Councilman Vastola and Mayor Valente voting nay. The motion passed 3-2, with Vice Mayor Marks, President Pro Tem Kelley and Councilman O'Meilia voting aye, and Councilman Vastola and Mayor Valente voting nay.
