05-25-1995 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 25, 1995 Present: Tom Valente, Mayor V. A. Marks, M. D., Vice Mayor Larry Kelley, President Pro Tem Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Valente called the meeting to order at 7:30 p.m. All members of Council were present. All members of staff were present. ' INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Marks gave the invocation, and Councilman O'Meilia led the public in the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The following Minutes were approved as written: Minutes of Regular Session held 5/11/95 REPORT OF THE MAYOR Mayor Valente removed Item 6.d., Congress Avenue Extension, from the Workshop Agenda. This item was postponed pending a meeting with County Commissioner Karen Marcus, tentatively scheduled for June 21, 1995. On behalfi of the Village Council, Mayor Valente presented a plaque to Robert Hilker, in appreciation of his service to the Village as a member of the Code Enforcement Board. Councilman Vastola and Vice Mayor Marks gave a brief report on the status of N.A.M.A.C./Fire and N.A.M.A.C./Police, respectively. Minutes of Regular Session Held Thursday, May 25, 1995 STATEMENTS FROM THE PUBLIC During Statements from the Public, Dennis Scholl, President of the North Palm Beach Little League, commended Council and staff for their efforts in resolving the problems at Osborne Park. Mr. Scholl also presented a plaque to Councilman O'Meilia in appreciation of his efforts over the years in keeping the Little League fields in top condition. PETITIONS AND COMMUNICATIONS The following Minutes were accepted for file: Minutes of Special Country Club Administrative Board Meeting held 4/17/95 Minutes of Recreation Advisory Board Meeting held 5/9/95 Minutes of Planning Commission Public Hearing held 5/10/95 Minutes of Planning Commission Meeting held 5/10/95 Minutes of Country Club Administrative Board Meeting held 5/15/95 The following Minutes were returned for correction or clarification: Minutes of Library Advisory Board Meeting held 4/25/95: Page 2, ¶2 -Spell out SGMA so that those who are not familiar with the Sporting Goods Manufacturers Association will know what it means. Minutes of Country Club Administrative Board Meeting held 5/1/95: Page 1, ¶3 - Motion and second both attributed to Mr. Gorman needs correction. Minutes of Planning Commission Meeting held 5/10/95: Page 4, last sentence - A time certain should be determined for the tabled item. REPORTS OF SPECIAL COMMITTEES AND RECOMMENDATIONS Councilman O'Meilia moved to receive for fiile the recommendation of the Recreation Advisory Board that Council "install a uniformed police officer (on foot) at Osborne Park every night from 5 p.m. to 11 p.m. until this problem is alleviated. Also to install signs in 2 Minutes of Regular Session Held Thursday, May 25, 1995 the Park reading that Osborne Park closes at 11 p.m." President Pro Tem Kelley seconded the motion, and all present voted aye. BUDGET TRANSFER APPROVED FOR MUNICIPAL LEAGUE ANNUAL MEMBERSHIP Councilman O'Meilia moved to approve a budget transfer in the amount of $1,360.00 for a prorated annual membership in the Palm Beach County Municipal League from A5540- 49911 (Council Contingency) to A4801-35420 (Membership & Dues). Vice Mayor Marks seconded the motion, and all present voted aye. BUDGET TRANSFER APPROVED FOR NETWORKING AND DATABASE SYSTEM IN VILLAGE CLERK'S OFFICE Vice Mayor Marks moved to approve budget transfer request in the amount of $2,100 from A4904-11300 (Part-time Pay) to A4904-66415 (Computer Hardware & Software) and A4904-34630 (R&M-Furniture & Office Equipment) for installation of local network system and database.
