12-12-2016 VC SP-MPresent: Absent: ROLL CALL MINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA DECEMBER 12, 2016 David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tem Mark Mullinix, Councilmember Len Rubin, Village Attorney Melissa Teal, Village Clerk Robert A. Gebbia, Councilmember Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present, except Councilmember Gebbia, who had a meeting conflict. All members of staff were present. The purpose of the meeting was to discuss candidates for the position of Village Manager and to develop a shortlist for further consideration. The Village Council received comments from the public. Village resident Elizabeth Truong endorsed applicant Cristy McKillop and provided copies of Ms. McKillop's letter of interest, resume, and references. Ms. McKillop addressed the Council regarding her qualifications. Because the job posting for the Village Manager position closed at 5:00 p.m. on December, 8, 2016, Mr. Rubin advised that if the Council wished to consider Ms. McKillop's candidacy, it would have to extend the deadline. Discussion ensued. The Village Council did not extend the deadline. Each councilmember present named his shortlist of candidates. Mrs. Teal reviewed Councilmember Gebbia's shortlist and provided Council with a copy of his email. A preliminary list of ten candidates was determined, as follows: Andrew Lukasik Gregory Dunham Caryn Gardner -Young Julian Jackson John Murphy Louie Chapman Sarah Hannah - Spurlock George Korthauer Mark Kutney Thomas Thomas By consensus, Council directed staff to begin background checks with the top five candidates (those candidates shortlisted by two or more councilmembers). Background checks may be extended to additional candidates, if necessary. Discussion took place regarding contacting the candidates. Consensus of Council was that councilmembers not contact the candidates directly; however, councilmembers may contact a candidate's references and conduct internet research. The next meeting was tentatively scheduled for the first week in January, pending completion of background checks by Human Resources and the Police Department.
