09-23-1993 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 23, 1993 Present: V. A. Marks, M. D., Mayor Gail H. Vastola, Vice Mayor Jeffrey H. Atwater, President Pro Tem Tom Valente, Councilman Judy M. Pierman, Councilman Shaukat Khan, Finance Director George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Dennis W. Kelly, Village Manager ROLL CALL Mayor Marks called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present except the Village Manager,•who was out of town. Finance Director Shaukat Khan served as Acting Village Manager. ' NOTICE OF HEARING Legal notices of the tax increase and Public Hearing were published September 20, 1993 in the Palm Beach Post. PURPOSE OF PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the Public concerning the proposed 1993-94 operating budget, including the North Palm Beach Country Club. STATEMENT OF PERCENTAGE INCREASE IN MILEAGE Mayor Marks announced a 7.7~ increase in millage over the rolled- back rate. There were no comments from the Public concerning the proposed 1993-94 budget. MzLLAGE RESOLUTION ADOPTED Councilman Valente moved that Resolution 42-93 entitled: R RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1993, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE ' Minutes of Public Hearing Held Thursday, September 23, 1993 RATE THEREON FOR SAID TA% YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. Vice Mayor Vastola seconded the motion, and all present voted aye. PLACED ON SECOND READING AND ENACTED AS ORDINANCE 22-93 - Vice Mayor Vastola moved that Bill 727 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1993, TO SEPTEMBER 30, 1994, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBIT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. Councilman ' Valente seconded the motion. The motion passed 4-1, with Vice Mayor Vastola, Councilman Valente, Councilman Pierman and Mayor Marks voting aye, and President Pro Tem Atwater voting nay. Vice Mayor Vastola moved that Bill 727 be enacted as Ordinance 22-93. Councilman Valente seconded the motion.
