VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD TUESDAY, JANUARY 12, 1993

ROLL CALL
Mayor Pierman called the meeting to order at 4:45 p.m. All members
of Council were present. All members of staff were present.
' PURPOSE OF MEETING
The purpose of the Special Meeting was to take action to resolve
all disputed impasse issues as the Village Council deemed to be in
the public interest, including the interest of the public employees
involved.
President Pro Tem Gardner moved to accept the recommendation of the
Special Master on health insurance, that we shall create a
committee to review the insurance program with recommendations due
by April 1, 1993, with the Village insurance plan to be in effect
until then; the employees to pay 250 of the annual dependent
premium; but the Village is to reimburse the employee in the amount
of the premium actually paid, dollar for dollar through
September 30, 1993. Councilman Valente seconded the motion.
During discussion, Mr. Torcivia, Labor Negotiator for the Village
of North Palm Beach, clarified procedure by explaining that the
motion on the floor, if passed, would be presented to the union.
The union would have the option to ratify the entire two-year
contract as negotiated with the Special Master, including the
health insurance provision. They also have the option of rejecting
it, in which case the terms and conditions become imposed by law
until September 30, 1993, at which time contract negotiations would
begin again.
' After discussion, the motion carried 4-1, with President Pro Tem
Gardner, Councilman Valente, Vice Mayor Marks and Mayor Pierman
voting aye, and Councilman Vastola voting nay.
