Mayor Pierman called the meeting to order at 7:00 p.m. All members
of Council were present. All members of staff were present.
PURPOSE OF PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the
' Public concerning the following proposed ordinances amending the
Village Comprehensive Plan:
BILL 692 (,ORDINANCE 1-93) - AMENDMENT 92-1. A proposed ordinance
of the Village of North Palm Beach, Florida, adopting Amendment 92-
1 to the Comprehensive Plan for the Village of North Palm Beach in
accordance with the Local Government Comprehensive Planning and
Land Development Act, as amended, being sections 163.3161 et. seq.,
Florida Statutes; attaching as Exhibit "A" a copy of the
amendments; providing a conflicts clause, a severability clause and
an effective date; and for other purposes.
BILL 693 (ORDINANCE 2-93) - AMENDMENT 92-2. A proposed ordinance
of the Village of North Palm Beach, Florida, adopting Amendment 92-
2 to the Comprehensive Plan for the Village of North Palm Beach in
accordance with the Local Government Comprehensive Planning and
Land Development Act, as amended, being sections 163.3161 et. seq.,
Florida Statutes; attaching as Exhibit "A" a copy of the
amendments; providing a conflicts clause, a severability clause and
an effective date; and for other purposes.
Suzanne Bellamy Woodcock, representing the Department of Community
Affairs, was present at the invitation of the Village of North Palm
Beach to restate any objections the DCA may have made in their
Objections, Recommendations and Comments Report, and to listen to
all parties.
Ms. Woodcock commented on their first objection regarding some of
the amendment sites in terms of the natural resources on the sites,

the wetlands, flood hazard zones, natural vegetative communities
and manatee habitats. Ms. Woodcock said that the Village has
submitted additional data that has not yet been reviewed, but the
Village would have to protect natural resources consistent with
Rule 9J-5, Chapter 163 of the Florida Statues if they annex any
properties. Another objection the Department had was concerning
single-family residential uses being allowed in the Conservation-
Open Space Land Use category. Ms. Woodcock stated that the
amendments indicate that the Village has amended its Conservation
Zoning District to allow single-family residential use, and that
now the Village needs to amend their Future Land Use map to be
consistent with their zoning. The Department's position is that
the Future Land Use Map and Future Land Use Plan should guide any
zoning or any ordinances that the Village would pass, rather than
the ordinances guiding the Comprehensive Plan. The Department did
raise objections to allowing residential activities in the C-OS
Land Use category. According to Ms. Woodcock, the objection still
stands, although additional policies have been proposed for
' adoption which would limit residential uses in the State parks, and
that would go a long way towards addressing their objections. As
far as the objection regarding the remaining C-OS property on
Little Munyon Island, objection stands with regard to that. It
would be up to the Secretary of the Agency to make a determination
as to whether residential uses in that category and the impact of
such use on that property would be consistent with the statutory
and rule requirements. Ms. woodcock reiterated that the Department
of Community Affairs supports anything the Village would do to
protect the natural resources in the community.
There being no further comments from the Public, the meeting
adjourned at 7:10 p.m.
