11-01-2016 VC SP-MMINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA NOVEMBER 1, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 4:30 p.m. All members of Council were present. All members of staff were present. VILLAGE MANAGER SEPARATION AGREEMENT AND RELEASE Discussion took place concerning the terms of the Village Manager's separation from employment with the Village of North Palm Beach. Mr. Rubin gave an overview of the agreement. Mr. Rubin explained specific terms of the agreement, including Mr. Kelly's request to convert 12 days of sick leave to vacation leave. A motion was made by Councilmember Gebbia, seconded by Vice Mayor Bush, and passed unanimously, to approve the Separation Agreement and General Release between James P. Kelly and the Village of North Palm Beach, including payment for an additional 12 days (96 hours) of vacation leave. The Council thanked Mr. Kelly for his service. Mr. Kelly left the meeting at 4:35 p.m. INTERIM VILLAGE MANAGER Discussion was held regarding appointment of an interim manager. A suggestion was made to appoint a current employee to serve as interim manager on a short-term basis, and to contact the League of Cities or the Florida City and County Management Association regarding obtaining interim manager services during the search process. Consensus of Council was in favor of an internal appointment. President Pro Tem Aubrey moved to appoint Finance Director Sarnia Janjua as Interim Village Manager. The motion was seconded by Councilmember Mullinix. Minutes of Village Council Special Session held November 1, 2016 Page 2 of 2 INTERIM VILLAGE MANAGER continued Discussion was held regarding additional compensation for serving as Interim Village Manager. Human Resources Director Britoni Garson advised that the personnel policy provides for a five percent (5 %) increase. Discussion ensued on stipulations of Mrs. Janjua's appointment concerning final personnel actions and purchasing. By consensus, the Council determined that with regard to hiring and termination: • positions that are not department head level will be forwarded to Mayor Norris for review, prior to action being taken; and • department head positions will be reviewed by the Village Council prior to action being taken. Concerning purchasing, the Council determined that Finance Department purchases that require both Finance Director and Village Manager approval (in excess of $2,500 and up to $10,000) would be subject to approval by Mayor Norris. Thereafter, the motion to appoint Samia Janjua as Interim Village Manager passed unanimously. VILLAGE MANAGER SEARCH PROCESS Discussion took place concerning the search process for a new Village Manager. By consensus, the Council was in favor of conducting the search process using Village personnel, rather than an outside firm. It was determined that the job opening would be published for four weeks. The current job description for Village Manager was provided and reviewed. It was suggested that current projects such as the Country Club clubhouse, Master Plan, and Village Code re -write should be highlighted. Ms. Garson will address key items in the ad /cover letter that accompanies the job description. It was requested that a description of the Country Club be included to specify that it encompasses golf, tennis, and pool facilities. The draft ad /cover letter will be provided to the Mayor for review, prior to advertising the position. Councilmember Gebbia moved to conduct the search using internal personnel, to publish the position opening for four weeks, using the existing job description with a cover letter describing current projects. Vice Mayor Bush seconded the motion, which passed unanimously.
