09-24-1992 VC PH-M' MINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 24, 1992 Present: Judy M. Pierman, Mayor V. A. Marks, M. D., President Pro Tem Tom Valente, Councilman Gail H. Vastola, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Thomas F. Kelsey, Ph.D, Vice Mayor ROLL CALL Mayor Pierman called the Public Hearing to order at 7:00 p.m. A11 members of Council were present except Vice Mayor Kelsey. Members of staff were present. NOTICE OF HEARING Legal-notices of the tax increase and Public Hearing were published September 21, 1992 in the Palm Beach Post. PURPOSE OF PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the Public concerning the proposed 1992-93 operating budget, including the North Palm Beach Country Club. COMMENTS FROM THE PUBLIC Manny Grinn, 536 Greenway Drive, discussed various aspects of the proposed budget, including anticipated surplus in the 1992-93 budget, anticipated raises, and what has been budgeted for the Solid Waste Authority. Village Manager Dennis Kelly recommended that Council reconsider membership in the Palm Beach County Municipal League, and amend the budget to provide for the annual dues of $4,300.00. It was the consensus of the Council to deny this request. There were no further comments from the public. ' MILEAGE RESOLUTION 32-92 ADOPTED President Pro Tem Marks moved that Resolution 32-92 entitled: Minutes of Public Hearing Held Thursday, September 24, 1992 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1992, FIXING THE TOTAL VALUATION THEREON AND THS TAX MILEAGE RATS THEREON FOR SAID TAX YERR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. Councilman Valente seconded the motion, which passed 4-0. BILL 694 - ADOPTING BUDGET FOR FY 1992-93 - ADOPTED AS ORD. 15-92 Councilman Vastola moved that Bill 694 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1992, TO SEPTEMBER 30, 1993, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; ' AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. Councilman Valente seconded the motion, which passed 4-0. Councilman Vastola moved to adopt Bill 694 as Ordinance 15-92. President Pro Tem Marks seconded the motion, which passed 4-0.
