ROLL CALL
Mayor Gardner called the meeting to order at 7:30 p.m. All members
of Council were present. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Mayor Gardner gave the invocation, and Councilman Grinn led the
Pledge of Allegiance to the Flag.
APPROVAL OF MINUTES

REPORT OF THE MAYOR
Mayor Gardner proclaimed the month of January 1992 as National
Volunteer Blood Donor Month in the Village of North Palm Beach.
Mr. John Flynn, Executive Director of the Palm Beach Blood Bank,
was present to accept the proclamation.
Mayor Gardner also proclaimed January 17,
the Village of North Palm Beach. Mrs.
North Palm Beach Garden Club was
proclamation.
STATEMENTS FROM THE PUBLIC

' concerning unmarked lanes and speeding traffic on Prosperity Farms
Road, and asked if a police cruiser could be assigned to that area.
The Village Manager was directed to discuss the problem with the
Public Safety Director.

Held Thursday, January 9, 1992
Lucia Traugott of 721 Pelican Way requested an accounting of the
January 6, 1992 Referendum costs, and also asked if there were any
means available by which the costs could be recovered. The
question was referred to the Village Attorney, who is to give an
opinion to the Council.

Vice Mayor Pierman stated her concern about the weeds at the
curbing along the swale area at U. S. 1 at the Country Club. The
Village Manager was directed to address the problem.
RECOMMENDATION BY COUNTRY CLUB ADMINISTRATIVE BOARD APPROVED
President Pro Tem Marks moved to accept the Country Club
Administrative Board recommendation to reduce the Golf Course
Technician salary from $8.40 per hour to $8.00 per hour, and to
raise the Laborer position from $6.30 per hour to $6.70 per hour.
Vice Mayor Pierman seconded the motion.
Mayor Gardner passed the gavel to Vice Mayor Pierman and moved to
the amend the motion to include changing the title of the Laborer
to Labor Specialist. President Pro Tem Marks accepted the
amendment to the motion.
After discussion of the current positions levels for Laborer, Mayor
Gardner withdrew his motion to amend, and President Pro Tem Marks
' withdrew his second.

Vice Mayor Pierman returned the gavel to Mayor Gardner.
Thereafter, the motion passed 4-1, with President Pro Tem Marks,
Vice Mayor Pierman, Councilman Kelsey and Mayor Gardner voting aye,
and Councilman Grinn voting nay.
MANAGER'S REPORT
In following up Councilman Grinn's request for copies of
depositions in the Kelly Riley case, the Manager reported that the
depositions had not been transcribed. A cost of $350.00 would be
incurred for the transcription and copying of the depositions. The
Council did not approve this expenditure.
The Village Manager reported on his correspondence with the County
regarding their use of asphalt driveways along Prosperity Farms
Road, which is in conflict with the Village Code. Mr. Kelly stated
that he is awaiting a reply from Commissioner Marcus with a
definitive answer from the County regarding the enforcement of
Village codes on a county road that is within municipal boundaries.
Mr. Baldwin was directed to research this and forward his opinion
to the Council.
BILL ~+f" AMENDING POLICE AND FIRS PENSION ORDINANCE - TABLE
After discussion with the Village Attorney concerning his letter
addressed to Paul Moore, Chairman of the Police and Fire Pension
Board, and in which he stated that redraft of the proposed
ordinance is necessary before first reading, Vice Mayor Pierman
moved to continue the table until the Regular Session of January
23, 1992. Councilman Grinn seconded the motion, which passed
unanimously.
BUDGET TRANSFER APPROVED TO SUBSIDIZE PAY TELEPHONES
Councilman Kelsey moved to approve a transfer of funds from A5540-
49911 (Council Contingency) to various accounts in the amount of
$1,091.00 to subsidize the cost of pay telephones at various
locations within the Village. Vice Mayor Pierman seconded the
motion, and all present voted aye.
Additionally, the village Manager was directed to prepare a letter
of protest to Mr. Passmore of Southern Bell concerning southern
' Bell's lack of interest in community relations. Further, the
Village Attorney was directed to prepare a resolution strongly
opposing Southern Bell's policy of removing pay stations with low

revenues, but which are needed in the community. This resolution
will be forwarded to the Public Service Commission.
HEARING FOR PROSPECTIVE
President Pro Tem Marks moved to continue tabling this item until
the Regular Session of January 23, 1992. Mayor Gardner passed the
gavel to Vice Mayor Pierman and seconded the motion. The motion
passed 4-1, with President Pro Tem Marks, Mayor Gardner, Councilman
Kelsey and Vice Mayor Pierman voting aye, and Councilman Grinn
voting nay.
Vice Mayor Pierman returned the gavel to Mayor Gardner.
BID ACCEPTED FOR GOLF COURSE DRIVING RANGE LIGHTS
President Pro Tem Marks moved to accept the bid of K & M Electric
for construction of driving range lighting fixtures and poles, as
recommended by the Country Club Administrative Board. Councilman
Grinn seconded the motion.
During discussion, Vice Mayor Pierman requested that residents who
will be affected by lights at the driving range be notified by
letter that the lights are being installed.
Thereafter, the motion passed 4-1, with President Pro Tem Marks,
Councilman Grinn, Councilman Kelsey and Vice Mayor Pierman voting
aye, and Mayor Gardner voting nay.
There being no further business to come before the Council, the
meeting adjourned at 8:50 p.m.
