02-04-1992 VC SP-MMINUTES OF SPECIAL MEETING ' OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, FEBRUARY 4, 1992 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor V. A. Marks, M. D. , President Pro Tem Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Gardner called the meeting to order at 7:10 p.m. All members of Council were present. All members of staff were present except the Village Attorney. The purpose of the Special Meeting was to interview and select a labor consultant for the Village of North Palm Beach. CONSORTIUM OF CITIES OPPOSING COUNTY REFERENDUM Discussion was held concerning a request by the Municipal League to all municipalities to participate in funding legal alternatives to pursue action against the March 10, 1992 Countywide Growth Management and Land Use Authority Referendum issue and proposed ballot language. President Pro Tem Marks moved to deny money requested for this consortium. Councilman Grinn seconded the motion, and all present voted aye. The consensus of Council was to prepare a resolution opposing the creation of a Planning Council by the County for the next Regular Session. LABOR NEGOTIATOR SELECTED The following applicants for the position of Labor Consultant for the Village of North Palm Beach were interviewed by the Council and the Village Manager: Hyman Borax Frederick W. Ford Glen J. Torcivia ' Jeffrey I. Pheterson After interviews were completed, the Council, by written ballot, selected Glen J. Torcivia to represent the Village of North Palm Beach as Labor Consultant. The terms of Mr. Torcivia's contract ' Minutes of Special Meeting Held Tuesday, February 4, 1992 will be negotiated by the Village Manager, and will be contingent upon the mutual agreement of an hourly rate and the establishment of a cap.
