08-13-1992 VC REG-M1 r L MINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 13, 1992 Present: Judy M. Pierman, Mayor V. A. Marks, M. D. , President Pro Tem Tom Valente, Councilman Gail H. Vastola, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, village Clerk Absent: Thomas F. Kelsey, Vice Mayor ROLL CALL Mayor Pierman called the meeting to order at 7:30 p.m. All members of Council were present except Vice Mayor Kelsey, who was to arrive later. All members of staff were present. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Pierman gave the invocation and led the public in the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The following Minutes were approved as written: Minutes of Regular Session held 7/23/92 REPORT OF THE MAYOR Mayor Pierman proclaimed the week of August 17-21, 1992 as Water and Pollution Control Operators Week in the Village of North Palm Beach. Mr. Lee Kraft, Director of Region 6 for the Florida Water and Pollution Control Operators Association, was present to accept the Proclamation. By consensus, the Council agreed that the Country Club Administrative Board should offer a minimum of three recommendations for the position of Tennis Professional. PETITIONS AND COMMUNICATIONS The following Minutes were received as submitted: Minutes of Special Country Club Administrative Board Meeting held 6/25/92 Minutes of Planning Commission's Public Hearing held 7/7/92 ' Minutes of Regular Session Held Thursday, August 13, 1992 Minutes of Recreation Advisory Board Meeting held 7/14/92 Minutes of Country Club Administrative Board Meeting held 7/20/92 Mayor Pierman requested a copy of Mr. Love's response to Anatole Turecki, as referred to on Page 2 of the Country Club Administrative Board Minutes of 7/20/92. Minutes of Special Country Club Administrative Board Meeting held 7/22/92 Minutes of Country Club Administrative Board Meeting held 7/27/92 Minutes of Library Advisory Board Meeting held 7/28/92 The Village Manager was directed by the Council to investigate usage and appearance of the newspaper rack outside the Library, prior to removal as referred to in the Library Advisory Board Minutes of 7/28/92. Minutes of Code Enforcement Board Meeting held 8/3/92 REPORTS OF SPECIAL COMMITTEES Jerry Gardner, North Palm Beach representative on the Palm Beach Countywide Beaches and Shores Council, was present to address the Village Council regarding the activities of the Beaches and Shores Council. RECOMMENDATION BY THE COUNTRY CLUB ADMINISTRATIVE BOARD President Pro Tem Marks moved to accept for further study the recommendation of the Country Club Administrative Board that "Laborer I Classification for golf course maintenance personnel be adjusted to be equivalent to the rest of the Village personnel at that level concurrently at $7.298 per hour", and to bring back before the Council. Councilman Valente seconded the motion. During discussion, the Council directed Village Manager Dennis Kelly to review the classification and the union contract as it relates to this adjustment. ' Thereafter, the motion passed 4-0. 2 ' Minutes of Regular Session Held Thursday, August 13, 1992 VILLAGE MANAGER`S REPORT Pat Taylor, labor negotiator for the Village of North Palm Beach, was present to give a threshold report, as required after the first 20 hours of service by the Agreement between the firm of Glen J. Torcivia, P.A. and the Village. Ms. Taylor reported on the status of the contracts between the Village and the Police Benevolent Association (PBA), PBA-Lieutenants, and National Association of Government Employees (NAGS). BILL 688 ADOPTED AS ORDINANCE 11-92 - PURCHASE OF RECORDING EQUIPMENT Councilman Vastola moved that Bill 688 entitled: AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1991-92 TO APPROPRIATE FUNDS FOR THE PURCHASE OF RECORDING MACHINE be placed on second reading and read by title alone. Councilman Valente seconded the motion, which passed 4-0. President Pro Tem Marks moved that Bill 688 be adopted as Ordinance 11-92. Councilman Vastola seconded the motion, which passed 4-0. BILL 689 ADOPTED AS ORDINANCE 12-92 - PURCHASE OF CASH REGISTER President Pro Tem Marks moved that bill 689 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THS NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1991-92 TO APPROPRIATE FUNDS FOR THE PURCHASE OF CASH REGISTER be placed on seconded reading and read by title alone. Councilman Vastola seconded the motion, which passed 4-0. Councilman Vastola moved that Bill 689 be adopted as ordinance 12- 92. Councilman Valente seconded the motion, which passed 4-0. COMPREHENSIVE PLAN AMENDMENTS Councilman Valente moved that staff be directed to prepare an ' ordinance amending the Village of North Palm Beach Comprehensive Plan as recommended by the Planning Commission in Amendments 92-1 3 Minutes of Regular Session ' Held Thursday, August 13, 1992 and 92-2, and to publish notice of Public Hearing. President Pro Tem Marks seconded the motion, which passed 4-0. BUDGET TRANSFER APPROVED FOR ELECTRICAL REPAIRS AT CLUBHOUSE Councilman Valente moved that a budget transfer in the amount of $11,000 from L8070-49910 (Country Club Contingency) to L8059-34620 (R & M-Bldgs. & Grounds) for the purpose of doing necessary electrical repairs to clubhouse system (as recommended by the Country Club Administrative Board) be approved. Councilman Vastola seconded the motion, which passed 4-0. STUDY OF PALM BIBLE CHAPEL ACQUISITION APPROVED President Pro Tem Marks moved to direct staff and the Recreation Advisory Board to conduct a space utilization study of existing facilities and to investigate all acquisition options for Palm Bible Chapel. Councilman Valente seconded the motion. ' Vice Mayor Kelsey arrived at 8:32 p.m. After discussion, the motion passed 5-0.
