1991 MAY 9 1 ~~ .f/~/~~ ~~~~ MINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 9, 1991 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor V. A. Marks, M. D. , President Pro Tem Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Gardner called the meeting to order at 7:30 p.m. All members of Council and staff were present. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Gardner gave the invocation, and President Pro Tem Marks led the Public in the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The following Minutes were approved as written: Minutes of Regular Session held 4/25/91 PRESENTATION OF PLAQUE TO AL MOORE On behalf of the Council, Mayor Gardner presented a plaque to Mr. Al Moore, former Councilman and Mayor, for his 1989-1991 term as Councilman. President Pro Tem Marks requested that Council pass a resolution honoring Mr. George Delacorte, who donated money for the construction of the North Palm Beach Community Center, and who passed away recently. The Council was in agreement, and the Mayor directed the Village Manager to prepare a resolution. RECEIPT OF MINUTES The following Minutes were received as submitted: Minutes of Recreation Advisory Board Meeting held 4/9/91 Minutes of Planning Commission held 4/2/91 Minutes of Public Hearing held 4/23/91 ' Minutes of Regular Session Held Thursday, May 9, 1991 Minutes of Special Planning Commission Meeting held 4/23/91 PURCHASE OF FERTILIZER FOR GOLF COURSE _, President Pro Tem Marks moved to approve the request of Bill Lanthier to purchase fertilizer for the North Palm Beach golf course in the amount of $4,240.00, subject to the approval of the Country Club Administrative Board. Vice Mayor Pierman seconded the motion, and all present voted aye. In response to Councilman Grinn's inquiry, Mr. Lanthier stated that he had solicited four price quotations for fertilizer and had choylsen the lowest quote. Discussion followed regarding amending ordinance 39-90, to allow the Village Manager, as the Department Head, to expend funds already budgeted in excess of $2,000, as has been the practice under the Purchasing Rules and Regulations. Mayor Gardner asked the village Manager if a revised draft could be prepared by the next Council workshop. The Manager said it would be ready by then. ' BILL 652 ADOPTED AS ORDINANCE 18-91 Councilman Kelsey moved that Bill 652 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH COUNTRY CLUB FUND BUDGET FOR FISCAL YEAR 1990-91 TO ADJUST THE SHORTFALL IN GOLF MEMBERSHIP REVENUES be placed on second reading and read by title alone. President Pro Tem Marks seconded the motion, and all present voted aye. Councilman Kelsey moved that bill 652 be adopted as Resolution 18- 91. Vice Mayor Pierman seconded the motion, and all present voted aye. BILL 654 PLACED ON FIRST READING President Pro Tem Marks moved that Bill 654 entitled: AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING THE NATIONAL ELECTRIC CODE, 1990 EDITION, AND THE PALM BEACH COUNTYWIDE AMENDMENTS THERETO, AND THE MODEL COUNTYWIDE ADMINISTRATIVE CODE, DATED 10/17/90, 1988 EDITION, FOR THE BUILDING, ELECTRIC, GAS, MECHANICAL ' AND PLUMBING CODES; PROVIDING FOR THE REPEALS OF LAWS IN CONFLICT; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DRTE Minutes of Regular Session ' Held Thursday, May 9, 1991 be placed on first reading and read by title alone. BILL 655 PLACED ON FIRST READING Councilman Kelsey moved that bill 655 entitled: AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING AN AMENDMENT TO THE STANDARD PLUMBING CODE, 1988 EDITION, PROVIDING FOR REPEALS OF LAWS IN CONFLICT; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE be placed on first reading and read by title alone. vice Mayor Pierman seconded the motion, and all present voted aye. BILL 656 PLACED ON FIRST READING Councilman Grinn moved that Bill 656 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, RELATING TO FIRE PREVENTION AND PROTECTION; PROVIDING FOR ' RECOVERY OF COSTS FOR HAZARDOUS WASTE CLEANUP; PROVIDING be placed on first reading and read by title alone. President Pro Tem Marks seconded the motion, and all present voted aye. P. B. COUNTY SUBSTANCE ABUSE PROGRAM President Pro Tem Marks moved to endorse Palm Beach County's anti- drug abuse grant application in the amount of $726,221.00.
