Mayor Gardner called the meeting to order at 7:30 p.m. All members
of Council were present except Vice Mayor Pierman, who was out of
the state. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Mayor Gardner gave the invocation, and Councilman Grinn led the
Public in the Pledge of Allegiance to the Flag.

RECOMMENDATION OF RECREATION ADVISORY BOARD
The recommendation of the Recreation Advisory Board "to consider
the purchase of Palm Bible Chapel with the monies forthcoming from
the PUD's of Sanctuary Bay, Sanctuary Cove and Harbour Point; and
while awaiting these funds, to consider alternate strategies for
funding the purchase in a timely fashion while the property is
still available" was postponed until the Workshop Session.
BILL 657 - ANNEXATION (PROSPERITY HARBOR NORTH)
President Pro Tem Marks moved that the date of July 25, 1991 be set
for the first reading of Bill 657, a proposed ordinance annexing to
the Village certain areas of property; providing a legal
description of the property proposed to be annexed; and redefining
the boundaries of the Village to include said property. Councilman
Kelsey seconded the motion, and all present voted aye.
BILL 658 - REZONING A 33.4 ACRE PARCEL OF LAND (PROSPERITY HARBOR
NORTH
Councilman Kelsey moved that the date of July 25, 1991 be set for
the first reading of Bill 658, a proposed ordinance rezoning a 33.4
acre parcel of land subject to annexation lying generally east of
Prosperity Farms Road, north o£ Monet Road, and west of the
Intracoastal Waterway from Palm Beach County Zoning District RS to
North Palm Beach Zoning District R-1 Single Family. President Pro
Tem Marks seconded the motion, and all present voted aye.
BILL 659 - PUD APPLICATION (PROSPERITY HARBOR NORTH)
Councilman Kelsey moved to authorize staff to prepare an ordinance
creating a Planned Unit Development known as Prosperity Harbor
North upon those certain lands comprising 33.43 acres, more or
less, located within the Village of North Palm Beach for first
reading on July 25, 1991. The motion was seconded by President Pro
Tem Marks. The motion passed 3-1, with Councilman Kelsey,
President Pro Tem Marks and Mayor Gardner voting aye, and
Councilman Grinn voting nay.
BILL 660 - RSZONING A 63.47 ACRE PARCEL OF LAND (PROSPERITY HARBOR
President Pro Tem Marks moved that the date of July 25, 1991 be set
for the first reading of Bill 660, a proposed ordinance rezoning a
63.47 acre parcel of land (Prosperity Harbor South} from R-1, R-2
' and R-3 Zoning Districts to North Palm Beach Zoning District R-1
Single Family. Councilman Kelsey seconded the motion, and all
present voted aye.

BILL 661 - PUD APPLICATION (PROSPERITY HARBOR SOUTH)
Councilman Kelsey moved to authorize staff to prepare an ordinance
creating a Planned Unit Development known as Prosperity Harbor

less, located within the Village of North Palm beach for first
reading on July 25, 1991. The motion was seconded by President Pro
Tem Marks. The motion passed 3-1, with Councilman Kelsey,
President Pro Tem Marks and Mayor Gardner voting aye, and
Councilman Grinn voting nay.
BILL 665 ADOPTED AS ORDINANCE 24-91
President Pro Tem Marks moved that Bill 665 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING SECTION 45-35.B, C-OS CONSERVATION AND OPEN SPACE
DISTRICT OF APPENDI% C-ZONING, IN ORDER TO CHANGE THE USES
PERMITTED; AND PROVIDING FOR AN EFFECTIVE DATE
be placed on second reading and read by title alone. Councilman
Kelsey seconded the motion. The motion carried 3-1, with President

Councilman Grinn voting nay.
Councilman Kelsey moved that Bill 665 be adopted as ordinance 24-
91. President Pro Tem Marks seconded the motion. The motion
passed 3-1, with Councilman Kelsey, President Pro Tem Marks and
Mayor Gardner voting aye, and Councilman Grinn voting nay.
BILL 667 ADOPTED AS ORDINANCE 25-91
Councilman Grinn moved that Bill 667 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL
YEAR 1990-91 TO APPROPRIATE FUNDS FOR NORTH PALM BEACH
COMMUNITY CENTER STAGE CURTAINS
be placed on second reading and read by title alone. Councilman
Kelsey seconded the motion, and all present voted aye.
Councilman Grinn moved to adopt Bill 667 as Ordinance 25-91.
Councilman Kelsey seconded the motion, and all present voted aye.
