ROLL CALL
Mayor Gardner called the meeting to order at 7:00 p.m. All members
of Council were present. All members of staff were present.
RESOLUTION 44-91 ADOPTED -_ SETTING THE BALLOT FOR REFERENDUM
Councilman Kelsey moved that Resolution 44-91 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, ESTABLISHING AND SETTING A BALLOT FOR THS
SPECIAL REFERENDUM ELECTION SST ON JANUARY 6, 1992,
CONCERNING WHETHER OR NOT ORDINANCE NO. 29-91, WHICH
CREATED A PLANNED UNIT DEVELOPMENT KNOWN AS PROSPERITY
HARBOR NORTH AND ORDINANCE NO. 32-91 WHICH CREATED A
PLANNED UNIT DEVELOPMENT KNOWN AS PROSPERITY HARBOR
SOUTH, RESPECTIVELY, SHOULD BE REPEALED; PROVIDING FOR AN
EFFECTIVE DATE HEREOF
be adopted. Vice Mayor Pierman seconded the motion, and all
present voted aye.
PUBLIC INFORMATION MEETINGS ESTABLISHED
Vice Mayor Pierman moved that Council set at least two (2) meetings
to inform the public in regards to ordinance 29-91 and ordinance
32-91, which shall consist of a panel composed of the following
representatives: Planning Commission (George Gauthier); Code
Enforcement (Charles O'Meilia); Staff (Dennis Kelly); Council (Tom
Kelsey); Legal (George Baldwin); Comprehensive Plan (Jim
Fleishman); and Moderator (Louis Hamby); presenting informational
meetings on Wednesday, December 11, at 8:00 p.m. in the Council
Chambers; and Monday, December 16, at 7:30 p.m. in the Community
' Center with (Louis Hamby - unconfirmed) moderating.
President Pro Tem Marks seconded the motion. Discussion followed.
President Pro Tem Marks called for the question. The motion passed

4-1, with President Pro Tem Marks, Mayor Gardner, Vice Mayor
Pierman and Councilman Kelsey voting aye, and Councilman Grinn
voting nay.
Thereafter, the original motion passed 4-1, with Vice Mayor
Pierman, President Pro Tem Marks, Councilman Kelsey and Mayor
Gardner voting aye, and Councilman Grinn voting nay.
There being no further business to come before the Council, the
meeting adjourned at 7:22 p.m.
