OF THE
TWIN CITY MALL TASK FORCE
HELD
MONDAY, AUGUST 5, 1991
Present: Jerry Gardner, Mayor of North Palm Beach
Dennis W. Kelly, Village Manager, North Palm Beach
Thomas F. Kelsey, Councilman, North Palm Beach
George Long, Lake Park Town Manager
Tim Howard, Finance Director, Town of Lake Park
The meeting convened at 7:00 p.m. in the Conference Room of the
North Palm Beach Library. All members of the Task Force were
present except Vice Mayor Wagoner, who arrived at 7:30 p.m.
Mr. Kelly moved that Jerry Gardner be named as Chairman of the Twin
City Mall Task Force. The motion was seconded by Mr. Long, and Mr.
Gardner was elected Chairman by acclamation.
Various members of the public addressed the task force regarding
their ideas for redeveloping Twin City Mall. These ideas included
a cultural center and indoor recreation facilities for both
children and adults.
Stephanie Polk of Lancore Realty, Inc., was present as a
representative for a client (developer) who has interest in buying
Twin City Mall if the mall structure were torn down.
After lengthy discussion, the following conclusions were made:
The Code Enforcement officers of both the Village of North Palm
Beach and the Town of Lake Park will conduct extensive inspections
throughout the Twin City Mall, both internally and externally.
Mr. Kelly and Mr. Long will work together, utilizing staff as much
as is possible, to coordinate project in all aspects.
Councilman Kelsey will submit a partial list of Planners/designers
that are experienced in the redevelopment of commercial properties
and the availability of grants for such redevelopment for
consultation. The Village of North Palm Beach and the Town of Lake
Park will share the cost equally for planner services. After
feasible uses are determined, a meeting with all property owners
involved in the Twin City Mall complex will be scheduled to present
new ideas, and also to hear property owners' future plans or
desires for the properties.
Vice Mayor Wagoner will research the costs for surveys of the
properties and for title search.

Mayor Gardner will handle necessary correspondence for future
meetings and scheduling.
Mr. Long and Mr. Kelly will prepare an Interlocal Agreement between
the Town of Lake Park and the Village of North Palm Beach, to
facilitate the joint project.
The next meeting of the Twin City Mall Task Force will be held on
Monday, August 19, 1991, at 7:00 p.m. The location will be
announced.
