1991 APR 13MINUTES OF SPECIAL MEETING ' OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD SATURDAY, APRIL 13, 1991 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman C. R. O'Meilia, Director of Public Services George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Gardner called the meeting to order at 9:00 a.m. All Council members were present except President Pro Tem Marks. All members of staff were present except the Village Manager. Charles R. O'Meilia served as Acting village Manager. The purpose of the meeting was to discuss the Consistency Certification and the Countywide Future Land Use Element. ' Mayor Gardner passed the gavel to Vice Mayor Pierman to present her report of her meeting with Commissioner Karen Marcus. Discussion was held concerning the Countywide Planning Council's Public Hearing on their proposed Countywide Future Land use Element, which is scheduled for Tuesday, April 16, 1991. The consensus of Council was to oppose the Countywide Planning Council's Future Land Use Element as proposed, and to change the buildout threshhold downward from 95o to 90%, as a requirement to achieve Consistency Certification, if that becomes necessary. Councilman Grinn moved that Council authorize Councilman Kelsey to represent the Village of North Palm Beach at the Public Hearing, with the Council's position being in support of the Municipal League's opposition to the adoption of the Future Land Use Element, as proposed. Mayor Gardner seconded the motion, and all present voted aye. Vice Mayor Pierman returned the gavel to Mayor Gardner. There being no further business to come before Council, the meeting adjourned at 10:27 a.m. a hleen F. Kelly, Village Cler
