09-18-1990 VC REG-MMINUTES OF RECESSED REGULAR SESSION OF SEPTEMBER 13, 1990 OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA RECONVENED TUESDAY, SEPTEMBER 18, 1990 Present: V. A. Marks, M.D., Mayor Jerry G. Gardner, Vice Mayor Judy M. Pierman, President Pro Tem ' Manny Grinn, Councilman Al Moore, Councilman Dennis W. Kelly, Village Manager George w. Baldwin, Village Attorney Dolores R. Walker, Village Clerk ROLL CALL Mayor Marks reconvened the Recessed Regular Session of September 13, 1990 at 7:33 p.m. All members of the Council and the staff were present. COUNTRY CLUB GOLF COURSE RULES AND REGULATIONS Councilman Moore moved to discuss the amended Country Club Golf Course Rules and Regulations. The motion was seconded by Vice Mayor Gardner for discussion. I.n - Councilman Grinn moved that no golf course employees can play unless they pay. The motion was seconded by Councilman Moore and failed 2-3, with Councilman Grinn and Councilman Moore voting aye, and Mayor Marks, vice Mayor Gardner and President Pro Tem Pierman voting nay. ' President Pro Tem Pierman moved that all North Palm Beach golf course employees are eligible to use the North Palm Beach golf course and driving range without charge as determined by the Golf Pro or his designee. The motion was seconded by Vice Mayor Gardner and passed 3-2, with Mayor Marks, Vice Mayor Gardner, and President Pro Tem Pierman voting aye and Councilman Moore and Councilman Grinn voting nay. I.o - President Pro Tem moved to accept the following: "Any certified Professional Golf Association (PGA) member will be provided, at the Pro's discretion, one annual complimentary round of golf. The PGA member will be required to pay cart fees." The motion was seconded by Vice Mayor Gardner. Councilman Moore moved to amend the motion as follows: delete the phrase, "at the Pro's discretion." The motion was seconded by Councilman Grinn and failed 2-3, with Vice Mayor Gardner and Councilman Moore voting aye, and Mayor Marks, President Pro Tem Pierman and Councilman Grinn voting nay. President Pro Tem Pierman changed her motion as follows: insert "one complimentary round of golf per year." Vice Mayor Gardner accepted the change. Thereafter Council voted on the motion which passed 3-2, with Mayor Marks, Vice Mayor Gardner and President Pro Tem Pierman voting aye and Councilman Moore and Councilman Grinn ' voting nay. Council then voted on the main motion, as amended, which passed 3- 2, with Mayor Marks, Vice Mayor Gardner and President Pro Tem Pierman voting aye and Councilman Moore and Councilman Grinn voting nay. III.q - Councilman Grinn moved to reject the following: "Tournaments - All approved tournaments wherein visitors are registered and playing the tournament will have their green fees waived; however, cart rental will be mandatory for the visitors." The motion was seconded by Councilman Moore and passed 3-2, with President Pro Tem Pierman, Councilman Moore and Councilman Grinn -2- voting aye and Mayor Marks and Vice Mayor Gardner voting nay. Councilman Grinn stated that, at the top of page 2 of Exhibit "A", Part II, I.d should be I.b. That correction was made. I.4 - Councilman Grinn moved that we delete the following from Exhibit "A" - Part I, I. g: "The Golf Pro, Golf Course Superintendent, or their designees, reserve the right to disallow ' any attire or shoes worn by players." III.c - Councilman Grinn moved as follows: The second sentence shall read "If times are not taken by greens fee players thirty (30) minutes prior to tee time, then they may be used by members who will not pay greens fees." The motion was seconded by Vice Mayor Gardner and passed 3-2, with Mayor Marks, Vice Mayor Gardner and Councilman Grinn voting aye and President Pro Tem Pierman and Councilman Moore voting nay. III.f - Remains as is. See Village Manager's memo of Sept. 7, 1990. Ili.g - Councilman Moore moved as follows: "Permanent Saturday tee ' times will be allowed for working members/residents. If a foursome cannot be made up of workers, non-workers may be included; provided, however, if a worker appears at a later time, the non- worker shall be replaced." The motion was seconded by Vice Mayor Gardner and failed 2-3, with Councilman Moore and Vice Mayor Gardner voting aye, and Mayor Marks, President Pro Tem Pierman and Councilman Grinn voting nay. III.m - President Pro Tem Pierman moved as follows: "All other requests for special events must be submitted a minimum of sixty 60) days in advance to the Country Club Advisory Board. Said Board will, within thirty (30) days, send its recommendation to the Village Council. The Village Council will have the remainder of the sixty-day time limit in which to act on the Advisory Board's recommendation." The motion was seconded by Councilman Grinn and all present voted aye. III.p - Councilman Grinn moved to amend as follows: "players in all tournaments, except the MGA/WGA Tuesday-Wednesday tournaments, ' are required to use golf carts as long as golf carts are available." VIII.a - Following discussion, it was the consensus of the Council that VIIi.a be written as follows: "NO refunds will be given." III.q - Councilman Moore stated that he had one item he wanted to address before we get to the audience -- tournaments. He stated that we left the tournaments hanging in the air. Councilman Moore ' then moved as follows: "A11 tournaments will pay green fees as per the Special Events Application Form. The motion was seconded by Councilman Grinn and all present voted aye. Councilman Moore moved that Resolution No. 25-90 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AMSNDING NORTH PALM BEACH COUNTRY CLUB GOLF COURSE RULES AND REGULATIONS be adopted. The motion was seconded by President Pro Tem Pierman and all present voted aye. Kelly, Village ManageY ~. -- RE: Revised changes to the NPBCC-Rules and Regulations DATE: September 7, 1990 The following represents revisions to the North Palm Beach Country Club Golf Course Rules and Regulations. Only those items agreed to by Council consensus during workshops -have been listed. The following three (3) paragraphs preceded by an asterisk (*) were conveyed to staff for developing final draft language. The numeral/letter at the end of each of--these paragraphs is the suggested section of the Rules and. Regulations where these rules should be located. Council action adopting these changes should also_ include continuation of -the other rules and regulations not changed or - amended as remaining in full force and effect.- * All North Palm Beach golf course employees are eligible-to use the NPB golf course and driving range without charge; time of-play will be determined ..by the gol£ Pro or his designee. Under no circumstances will golf course employees be allowed-to play during the morning hours from 7 a.m. to 12 noon. Under no circumstances will golf course employees' play interfere with any scheduled course play. (I.n) * Any certified Professional Golf Association (PGA) member will be __ provided, at the Pro's discretion, one annual complimentary round of golf. The PGA member will be required to pay cart fees.-(I.o) * Tournaments - All approved tournaments wherein visitors are registered and playing the tournament will have their green fees waived; however, cart rental will be mandatory for the visitors. (222.4) Page 1, I.cY Every player is required to be prepared to play, including registering in the Pro Shop, paying of fees and checking in with the starter at least fifteen (15) minutes in advance of their reserved time or they will lose their time. Page 1, I.m The period between November 1 and March 31 will-be designated as "season." The period between April 1 and October 31 will be designated as "off season." Page 2, II.b Players looking for a lost ball, shall, under USGA Rule 27, within five (5) minutes, allow other players following to pass through. A signal must be given to pass, and having given such signal, players must step aside until those players have passed and are out of range. Page 2, II.c Under USGA Rules 6-7, anytime there is one clear hole ahead, players must close the gap through faster play, or pick up their ball and move forward to proper position. Rangers will help players keep pace with the group in front of them at all times. Page 2, II.f Players should not trespass on private property bordering the Club. (Remainder of this rule remains the same.) Page 3, IiI.c Two (2) tee times per hour will be reserved as "greens fee times." These times will be allocated on a first come, first serve basis for greens fee players„ on the day of play. If times are not taken by greens fee players within the next thirty (30) minutes'of play, then they may be used by members. Page 3, III.f Reserved tee times will be for twosomes, threesomes and foursomes only. Twosomes will be paired with other twosomes whenever possible. Each tee time will be filled with four (4) players; single players may fill an open slot at the discretion of the Pro Shop staff. Page 3, III.j On Tuesdays and Wednesdays, during the season, there will be an afternoon shotgun starting at 1:00 p.m. This will be open to all players except respective MGA and WGA players just completing their morning tournaments (unless tee times are still available at start time). Players can reserve a spot in the shotgun under normal starting time procedures. Page 4, III.m i_ _ - All other xequests for special events must be_submitted a minimum of sixty (60) days in advance to the Country Club Advisory Board, who shall-make a positive or negative finding on the request and forward said. request to the Village Council for their action. Failure of the Country Club Advisory Board to forward the request for .special event to the Village Council, with their recommendation, within thirty (30) days- wi1L be_ deemed as recommended by the Committee. The Village Council will have the remainder of the sixty (60) day time limit (but not less than 30 days) in which to act on the Advisory Board's recommendation. The Council must act on the request (not the recommendation) either-in the positive or the negative. Page 4, III.o _ - .~_. __. Tee times will be limited to three (3) reservations per week between the hours of 7:00 a.m. and 12 noon during season. If a golfer participates in the MGA, WGA or holds a permanent Saturday starting time .as a-result of being an employed member, then that round of golf will be counted as one of the three credits for-the week. The three-limit-reservations are non-transferrable. Page 4, III.p __- All- tournament play, except the MGA/WGA Tuesday-Wednesday tournaments, requires golf cart. , Page 5, IV.b All electric carts and cart-keys must be returned to the designated cart area upon completion of play.
