05-24-1990 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 24, 1990 Present: V. A. Marks, M.D., Mayor Jerry G. Gardner, Vice Mayor Judy M. Walker, Village Clerk ROLL CALL Mayor Marks called the Regular Session to order at 7:30 p.m. All members of the Council and the staff were present. INVOCATION AND PLEDGE OF ALLEGIANCE Councilman Moore gave the invocation and President Pro Tem Pierman led the Council and the public in the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The following minutes were approved as written: Minutes of Recessed Regular Session of Thursday, April 26, 1990 Reconvened Tuesday, May 1, 1990 ' Minutes of Special Meeting held Tuesday, May 8, 1990 Minutes of Special Meeting held Thursday, May 10, 1990 The following minutes were approved as corrected: Minutes of Regular Session held Thursday, May 10, 1990 ACCEPTANCE OF MINUTES The following minutes were accepted as written: Minutes of Library Advisory Board Meeting held April 24, 1990 Minutes of General Employees Pension Board Meeting held May 3, 1990- Minutes of Code Enforcement Board Meeting held May 7, 1990 The following minutes were accepted as corrected: Minutes of Country Club Advisory Board Meeting held April 17, 1990 Minutes of Board of Adjustment Meeting held May 8, 1990 ' The Minutes of Country Club Advisory Board Meeting held May 15, 1990 will be sent back to the Board for correction. RECOMMENDATIONS OF ADVISORY BOARDS President Pro Tem Pierman moved to accept the recommendation of the Country Club Advisory Board that Council approve the RCA request from Jim Tuller regarding a Summer Junior Golf Membership (June- August), limited to fifty (50) players, ages 17 and under, players playing only after 1:00 p.m., at a cost of $25 for residents and $50 for non-residents. The motion was seconded by Councilman Moore for discussion only. The motion passed unanimously. Minutes of Regular Session Held Thursday, May 24, 1990 Page 2 Councilman Moore moved to amend the above motion to eliminate the words in the third sentence which state "limited to fifty (50) players." The motion was seconded by Councilman Grinn and all present voted aye. BILL 602 PLACED ON FIRST READING Vice Mayor Gardner moved that Bill No. 602 entitled: 1' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1989-90 BY APPROPRIATION TRANSFER FROM THE COUNCIL CONTINGENCY FOR RESURFACING OF THE SIX EXISTING SHUFFLEBOARD COURTS be placed on first reading and read by title alone. The motion was seconded by President Pro Tem Pierman and passed 4-1, with Mayor Marks, Vice Mayor Gardner, President Pro Tem Pierman and Councilman Grinn voting aye and Councilman Moore voting nay. ITEMS REMOVED FROM AGENDA The following items were removed from the Regular Session Agenda: 11 a. - Resolution - Labor Negotiator 11 b. - Resolution - Legal Assistance - Gladwin Case REQUEST FOR MEMBERSHIP REFUND - WALLY SCHULLE Councilman Grinn moved to refund to Mr. Wallace S. Schulle the partial 1989-90 Country Club membership fee he paid in the amount of $381.00, with no prejudice to future membership application. The motion was seconded by Vice Mayor Gardner and passed 3-2, with Vice Mayor Gardner, President Pro Tem Pierman and Councilman Grinn voting aye and Mayor Marks and Councilman Moore voting nay. RECESS The meeting was recessed at 9:10 p.m. and was reconvened at 9:26 p.m. MEMBERSHIP FEES AND CAP FOR FISCAL YEAR 1990-91 - Vice Mayor Gardner moved to adopt the recommendations of the memorandum from Mr. Kelly to the Village Council dated May 22, 1990 entitled "Report On Membership Cap and Fees for FY 90-91" (copy of which is attached to the minutes of this meeting.) Mayor Marks passed the gavel to President Pro T-em Pierman and seconded the motion. During the discussion, Mayor Marks withdrew his second and Vice Mayor Gardner withdrew his motion. President Pro Tem Pierman returned the gavel to Mayor Marks. President Pro Tem Pierman moved that we start signing up residents without a cap immediately, with an increase not to exceed 15~ in the membership dues over this past year. The motion died for lack of a second. Councilman Moore moved that we inform the residents and the existing members of the Country Club that we will be open for memberships starting the first of June, with the stipulation that the maximum number of plays during season will be two and might be changed to one if conditions warrant it. The motion died for lack of a second. President Pro Tem Pierman moved that we start signing up residents, Minutes of Regular Session Held Thursday, May 24, 1990 Page 3 without a cap, immediately. The motion was seconded by Councilman Grinn. Councilman Moore moved to amend the motion as follows: that all of the present members of the Country Club who are residents of the Village, and residents who are not members but are on the waiting ' list, receive a certified letter, return receipt requested, stipulating that the membership is available to them until August 15, and that the staff be directed to take out an ad in the weekday and the Thursday Paper and the Palm Beach Post stipulating the same thing to all residents of the Village - that the Country Club is now receiving memberships and will be open for applications until August 15. The monies for this are to be expended from the account in the Country Club which is called Contingency Reserve. The motion was seconded by Vice Mayor Gardner and passed 3-2, with Mayor Marks, Vice Mayor Gardner and Councilman Moore voting aye and President Pro Tem Pierman and Councilman Grinn voting nay. Thereafter Council voted on the main motion, as amended, and all- present voted aye. SUBJECT: REPORT ON MEMBERSHIP CAP AND FEES FOR FY 90-91 DATE: MAY 22, 1990 The attached report is submitted per your request from the special meeting of May 8, 1990. The attached report contains the following characteristics: 1. The overall structure of the membership dues and cap-have not changed from the current fiscal -year (89-90). The numbers within the various categories have changed. 2. The emphasis on the burden of providing revenue has shifted dramatically from nonresident memberships to green fee play. 3. The assumptions listed on pages 1 and 2 are not viewed as golf course pol-icy at this point in time, but are viewed as assumptions for budget purposes and serve as justification for the numbers generated in the conclusions found on pages 3 and 4. This memorandum falls under item 12.a. of the regular session-agenda for Thursday, May 24, 1990. Single rate $630 x .10 (assumption #14) _- 693.00 x 340 memberships = $235,620.00. Junior rate $100 x .10 (assumption #14) = 110.00 x 11 memberships = $1,210.00. 2. Non-Resident Membership With membership cap of 600 and non-residents representing 10% or 60, the following classifications (assumption #20) generate the following fees: Family rate $1,510 x .10 (assumption #14) _ $1,661.00 x 20 memberships = $33,220. Single rate $970 x .10 (assumption #14) _ $1,067 x 40 memberships = $42,680:- Junior rate $200 x .10 (assumption #14) _ $220 x 1 membership _ $220. 3. Green Fees: 30% of season play is green fees (assumption #7) and 20% of off-season play is green fees (assumption #6). 74,550 rounds x 11/12 = 68,337. 37,000 rounds play (Nov. 89 to Mar. -90) _- 54% played in -5 months (in-season).
