ROLL CALL
Mayor Pierman called the Regular Session to order at 7:30 p.m. All
members of the Council and the staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Valente gave the invocation and Mayor Pierman led the
Council and the public in the Pledge of Allegiance to the Flag.
APPROVAL OF MINUTES
The Minutes of Regular Session held Thursday, December 14, 1989
were approved as written.
REPORT OF THE MAYOR
Councilman Valente moved to authorize the Mayor to sign the
Agreement between the Village of North Palm Beach and Brant and
Baldwin for legal services. The motion was seconded by Councilman
Moore and all present voted aye.
Councilman Valente moved to remove from the Workshop Session Agenda
Item 6 d (Renewal of Lease - Anchorage Park) and place it on the
Regular Session Agenda as Item 12 f. The motion was seconded by
Vice Mayor Gardner and all present voted aye.
Mayor Pierman, on behalf of the Village, recognized Charles R.
O'Meilia, Director of Public Services, for three certificates he
received from the Southern Building Code Congress International.
ACCEPTANCE OF MINUTES
The following minutes were accepted as written:
Minutes of Library Advisory Board Meeting held November 28,
1989
Minutes of Code Enforcement Board Meeting held December 4,
1989
Minutes of Recreation Advisory Board Meeting held December 12,

Minutes of Regular Meeting of Country Club Advisory Board held

RECOMMENDATIONS OF ADVISORY BOARDS
Councilman Valente moved that the Fore County WGA be allowed a
Friday, May 11, shotgun for approximately 60 players at 8:30 a.m.
The motion was seconded by Vice Mayor Gardner and passed
unanimously.

Councilman Valente moved that Ordinance No. 29-90 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
ANNEXING TO THE VILLAGE CERTAIN AREAS OF PROPERTY; PROVIDING
A LEGAL DESCRIPTION OF THE PROPERTY PROPOSED TO BE ANNEXED;
' REDEFINING THE BOUNDARIES OF THS VILLAGE TO INCLUDE SAID
PROPERTY; CALLING FOR A REFERENDUM SLBCTION IN THE VILLAGE AND
WITHIN THE AREA PROPOSED TO BE ANNEXED; DIRECTING THE VILLAGE
CLERK TO PUBLISH NOTICE OF THS REFERENDUM AND PROVIDING AN
EFFECTIVE DATE
be placed on first reading and read by title alone. The motion was
seconded by President Pro Tem Marks and passed 4-1, with Mayor
Pierman, Vice Mayor Gardner, President Pro Tem Marks and Councilman
Valente voting aye and Councilman Moore voting nay.
LEASE AGREEMENT - ANCHORAGE PARK BUILDING
Vice Mayor Gardner moved to authorize the Mayor to sign that Lease
Agreement between Seacoast Utility Authority and the Village of
North Palm Beach for the Public Safety Department Work Out Room
located in the Anchorage Drive Wastewater Treatment Plant Building.
The motion was seconded by President- Pro Tem Marks and passed
unanimously.
APPROVAL OF 1% SALARY INCREASE
Councilman Moore moved to approve a 1~ salary increase for fire
chief, captain, and lieutenants and all other Village employees not
' covered by the PBA contract, with the exception of department
heads; the increase to be retroactive to October 1, 1989. The
motion was seconded by Councilman Valente and passed 4-1, with
Mayor Pierman, President Pro Tem Marks, Councilman Moore and
Councilman Valente voting aye and Vice Mayor Gardner voting nay.
EMPLOYMENT AGREEMENT - TENNIS PROFESSIONAL - NPB COUNTRY CLUB
President Pro Tem Marks moved to authorize the Mayor to sign the
Employment Agreement, as amended, between the Village of North Palm
Beach and Carole Kalogeropoulos, Tennis Professional at the North
Palm Beach Country Club. The motion was seconded by Councilman
Valente and passed unanimously.
EMPLOYMENT AGREEMENT - POOL MANAGER - NPB COUNTRY CLUB
Vice Mayor Gardner moved to authorize the Mayor to sign the
Employment Agreement, as amended, between the Village of North Palm
Beach and Richard Cavanah, Pool Manager at the North Palm Beach
Country Club. The motion was seconded by Councilman Valente and
passed unanimously.
WAIVER OF TOURNAMENT FEES - SANTA CLAUS OPEN
Councilman Valente moved to waive fees for the annual Santa Claus
' Open Tournament. The motion was seconded by President Pro Tem
Marks and passed 4-1, with Mayor Pierman, Vice Mayor Gardner,
President Pro Tem Marks and Councilman Valente voting aye and
Councilman Moore voting nay.
RENEWAL OF LEASE - ANCHORAGE PARK
Councilman Moore moved to accept and authorize the Mayor to sign
the Lease Extension Agreement between the MacArthur Liquidating
Trustees and the Village of North Palm Beach for the following
property: Miscellaneous Parcel 43.12 - Village of North Palm Beach
- Anchorage Park. The motion was seconded by Councilman Valente
and all present voted aye.

ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 9:05 p.m.
