09-22-2016 VC WS-MPresent: ROLL CALL MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA SEPTEMBER 22, 2016 David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Melissa Teal, Village Clerk Mayor Norris called the meeting to order at 8:54 p.m. All members of Council were present. All members of staff were present. NORTH PALM BEACH COUNTY CLUB CLUBHOUSE AND FACILITIES Mr. Kelly noted the purpose of the meeting was to review the clubhouse project and determine the scope and amenities in order to move forward to the design phase. Large- format architectural renderings of the building were displayed throughout the Council Chambers. Architect Brian Idle briefly recapped the actions taken to date and reviewed changes made to the plan as a result of discussions at the August 16, 2016 Special Workshop. Mr. Idle described the advantages of the new clubhouse and identified the target market for the clubhouse. Mr. Idle reviewed the main level floor plan, discussed changes in the restaurant and kitchen layout, and displayed layout options for the multipurpose room. Discussion took place concerning the pool bathrooms. Mr. Idle reviewed the lower level floor plan and displayed concept elevations. Mr. Idle summarized the costs of the project, which are estimated to total $14,975,000, including the clubhouse, temporary facilities, demolition and site work, design costs, aquatics improvements, and soft costs. Hank Gonzalez, the Project Manager for facility design for restaurant proposer Robert Dickert, discussed the types of events that could be held in the multi - purpose room and the anticipated revenue to the Village for use of the room. Mr. Gonzalez reviewed the net revenue potential from casual dining, estimated at $122,896 in year one. Mr. Gonzalez projected a 6.66% return on a capital investment of $15,000,000. Mr. Gonzalez addressed public comments regarding the restaurant, menu, and costs. Mr. Idle reviewed the costs for the new golf operations. Mr. Idle estimated $550,000 in savings if the cart barn build -out was eliminated; however, the cost to rebuild it later was estimated at $1,000,000. Mr. Idle discussed the positives and negatives of comparable municipal facilities such as Palm Beach Par 3, Crandon Park Golf Club, and Abacoa Golf Club. Council consensus was in favor of the proposed project scope and moving forward to Phase 2. By consensus, the Council authorized Mr. Kelly to discuss a lease with the restaurant proposer. The Council will hold further discussions regarding the restaurant proposal.
