Mayor Pierman called the Regular Session to order at 7:35 p.m. ROLL CALL
All members of the Council and the staff were present.
Councilman Valente gave the invocation and children from Benjamin INVOCATION &
Lower School in North Palm Beach led the Council and the public PLEDGE OF
in the Pledge of Allegiance to the Flag. ALLEGIANCE
The Minutes of Regular Session held Thursday, May ll, 1989 were APPROVAL OF
approved as written. MINUTES
Miss Kathy Keehan, a student of Palm Beach Gardens High School, DONATION FOR
addressed the Village Council and asked for a donation for PBG HIGH SCHOOL'S
"Project Graduation", a drug free, alcohol free prom night "PROJECT
celebration to be held at the school from 10:00 p.m. throughout GRADUATION"
the entire night. Councilman V alente moved to donate $500.00 to
Palm Beach Gardens High School for "Project Graduation" to be
' expended from Account No. 10-572-043-34932 (Public Events). The
motion was seconded by President Pro Tem- Marks and passed 3-2,
with Mayor Pierman, President Pro Tem Marks and Councilman
Valente voting aye, and Uice Mayor Gardner and Councilman Moore
voting nay.
A discussion was held by Council concerning the "Statements from POLICY SET
the Public" portion of the .agenda. After considerable ON "STATEMENTS
discussion, Vice Mayor Gardner moved that the Village Council FROP~f THE
establish a policy of allowing three minutes for "Statements from PUBLIC"
the Public" for each person who so desires to make a statement
at both regular and workshop meetings, such time not
transferable. The motion was seconded by President Pro Tem Marks
and passed 3-2, with Mayor Pierman, Vice Mayor Gardner and
President Pro Tem Marks voting aye, and Councilman Moore and
Councilman Valente voting nay.
The following minutes were accepted as written: ACCEPTANCE OF

Minutes of library Advisory Board Meeting held April 25,

Minutes of Code Enforcement Board Meeting held May 1, 1989
' Councilman Valente moved to approve the recommendation of the LIBRARY AD. BD.
Library Advisory Board that free library cards be issued to RECOMMENDTION
non-resident children who attend North Palm Beach Elementary APPROVED
School. The motion was seconded by President Pro Tem Marks and
passed unanimously.
Councilman Valente moved that Bill No. 568 entitled: BILL 568 PLACED
ON SECOND READING
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING SECTION 2-116 OF THE VILLAGE CODE BY CHANGING THE
METHOD OF REMOVAL OF THE VILLAGE MANAGER AND COMPENSATION
FOR SUCH REMOVAL

be placed on second reading and read by title alone. The motion
was seconded by Vice Mayor Gardner and all present voted aye.
Councilman Valente moved that Bill No. 568 be adopted as SILL 568
Ordinance No. 11-89. The motion was seconded by Vice Mayor ADOPTED AS
Gardner and Mayor Pierman, Vice Mayor Gardner, President Pro Tem ORD. 11-89
Marks and Councilman Valente voted aye and Councilman Moore
' voted nay.
Councilman Moore moved to table the motion to enter into a Mutual MOTION TO
Aid Agreement between the Village of North Palm Beach and ENTER INTO
Northern Palm Beach County Municipalities for Fire and EMS h1UTUAL AID AGREE-
services until the Village Attorney has approved the Agreement MENT FOR FIRE
and returned it to us. The motion was seconded by Vice Mayor & EMS SERVICES
Gardner and passed unanimously. TABLED
Councilman Moore moved to approve the Village's July Fourth MOTION TO
activities for 1989 being held in conjunction with Palm Beach APPROVE FOURTH
Gardens and the Gardens Mall. The motion was seconded by OF JULY
President Pro Tem Marks. ACTIVITIES
During the discussion on the motion, it was discovered that
neither the amount of money to be expended, nor the line items
from which the money would be taken had been determined.
Councilman Valente moved to amend the motion as follows: that MOTION TO
the expenditure for these activities was not to exceed AMEND ORIGINAL
$8,500.00. Councilman Moore seconded the motion for discussion MOTION
only.
After further discussion, Councilman Moore withdrew his second MOTION TO AMEND
' and Councilman Valente withdrew his motion. ORIGINAL MOTION
WITHDRAWN
Thereafter Councilman Moore added the following to the original MOTION TO
motion: that we approve the Village's July Fourth activities for APPROVE FOURTH
1989 being held in conjunction with Palm Beach Gardens and the OF JULY ACTIVITIES
Gardens P1a11, and that the money provided in the budget line PASSED 5-0
items, as listed in the memorandum dated 4-17-89 from Mark
Hodgkins to the Village Manager (copy of which is attached to the
minutes of this meeting) be accepted as the total expenditures,
with the exception of the first line item which is $500.00 less,
in an amount not to exceed $10,108.00. The motion was seconded
by President Pro Tem Marks and passed unanimously.
There being no further business to come before the Council, the ADJOURNMENT
meeeting was adjourned at 8:50 p.m.

After talking to former Mayor Mundt and the former`Village Manager
Ray Howland, I was instructed to formulate hth of July activities
with the surrounding communities for two reasons. First, the site
of our previous celebrations will be under construction, and
secondly, the quality of fireworks in the past couple of years has
been lacking.
Let me explain where we are at the present time. I have met twice ~~
with the Palm Beach Gardens and Gardens Mall officials. The plans
are for a full day of activities including a Biathalon, Volleyball
Tournament, Fashion Show, Boat Show, Food Booths, Game Booths,
Children's Games, Bands and other entertainment. The theme of
the celebration is a family picnic type format. The cost of the
fireworks is going to be divided between the three involved and will
be well below the $10,000 we have budgeted.- The cost of the other
activities will dlso be.:split and will be kept well under budget.
We have also obtained a few corporate sponsors to defray the costs.
Some of those included are Deep Rock Water, William Thies ans Sons
:of Palm Beach, and Pepsi Cola. WRMF will play music coordinating
' 'with the fireworks. Door prizes will be given out to residents of
North Palm Beach and Palm Beach Gardens only. The Village Council
will be invited to_attend the opening ceremonies at approximately
noon, along with other dignitaries. I believe this program will
be a definite asset to this Village.
