06-22-1989 VC REG-Mn MINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 22, 1989 Present: Judy M. Pierman, Mayor Al Moore, Councilman Tom Valente, Councilman Dennis W. Kelly, Village Manager Herbert L. Gildan, Uillage Attorney Shaukat Khan, Director of Finance Dolores R. Walker, Village Clerk Absent: Jerry G. Gardner, Vice Mayor V. A. Marks, M.D, President Pro Tem Mayor Pierman called the Regular Session to order at 7:30 p.m. All members of the Council were present except Vice Mayor Gardner and President Pro Tem Marks, who were out of state. All members of the staff were present. Councilman P1oore gave the invocation and Councilman Valente led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: Minutes of Special Meeting held Monday, June 5, 1989 Minutes of Regular Session held Thursday, June 8, 1989 Minutes of Special Meeting held Monday, June 12, 1989 Mayor Pierman, on behalf of the Uillage, presented plaques to Ivan Simmons for his service on the Planning Commission, and to Herb Kohl and Hy Borax for their service on the Code Enforcement Board. Plaques will be mailed to those members of advisory boards who were not present at the meeting to receive them. The following minutes were accepted as written: Minutes of Regular Meeting of Planning Commission held May 2, 1989 Minutes of Regular Meeting of Planning Commission held June 6, 1989 Minutes of Special Meeting of Country Club Advisory Board held May 30, 1989 Councilman Moore moved that the recommendation of the Country Club Advisory Board that their Board be recognized through an enabling ordinance rather than an enabling resolution be denied. The motion was seconded by Councilman Valente and passed unanimously. Councilman Valente moved that Bill No. 569 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1988-89 BY APPROPRIATION TRANSFER FROM THE COUNCIL CONTINGENCY FOR THE VILLAGE NEWSPAPER AND POSTAGE be placed on first reading and read by title alone. Councilman Moore seconded the motion for discussion only. The motion passed 2-1, with Mayor Pierman and Councilman Valente voting aye, and Councilman Moore voting nay. RECO~~if4ENDATI OtJ DENIED BILL 569 PLACED ON FIRST READING Minutes of Regular Session Held Thursday, June 22, 1989 Page two Councilman Valente moved that Bill No. 570 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1988-89 BY APPROPRIATING FUNDS FOR FERTILIZER AND R & M MACHINERY AND EQUIPMENT ' be placed on first reading and read by title alone. Mayor Pierman passed the gavel to Councilman Moore and seconded the motion. The motion passed 2-1, with Mayor Pierman and Councilman Valente voting aye, and Councilman Moore voting nay. Councilman Moore returned the gavel to Mayor Pierman. Councilman Valente moved to transfer $1,390.00 from various accounts within the Uillage Manager's budget, per Transfer of Budget Appropriation Funds memo dated June 2, 1989, to cover the ICMA Annual Conference and Membership. The motion was seconded by Councilman Moore for discussion only. The motion passed 2-1, with Mayor Pierman and Councilman Valente voting aye, and Councilman Moore voting nay. Councilman Moore moved to transfer Car #52 from Village Manager's Department to Public Safety Department and declare Car #32 as a surplus vehicle. The motion was seconded by Councilman Valente. During the discussion, Councilman Moore moved to amend the motion as follows: that Car #32 not be declared surplus, but be retained by the Public Services Department in their garage area until disposition has been decided by the Council. The motion was seconded by Councilman Valente and passed unanimously. ' Thereafter Council voted on the main motion, as amended, which passed unanimously. Councilman Valente moved to approve expenditure from Police Forfeiture Funds in the amount of $1,600.00 fora Lo Jack System. The motion was seconded by Councilman Moore and passed unanimously. Councilman Valente moved to transfer $22,400.00 from various accounts within the Public Safety Department's budget, per Transfer of Budget Appropriation Funds memo dated June 2, 1989, to cover the overtime pay for the rest of the fiscal year. The motion was seconded by Councilman Moore and passed unanimously. Councilman Valente moved to transfer $8,650.00 from various accounts within the North Palm Beach Country Club's budget, per Transfer of Budget Appropriation Funds memo dated June 2, 1989, to carry the business for the rest of the fiscal year. The motion was seconded by Councilman Moore for discussion only. During the discussion, Councilman Moore moved that this be tabled ' until Council's Regular Session of July 13, 1989. The motion was seconded by Councilman Valente and passed unanimously. Councilman Valente moved to enter into a Mutual Aid Agreement between the Village of North Palm Beach and Northern Palm Beach County P4unicipalities for Fire and EMS services and authorize the Mayor to sign said Agreement. The motion was seconded by Councilman Moore and passed unanimously. There being no further business to come before the Council, the meetin was adjourned at 9:30 p.m. ~- @ ~ ~. Dolores R.
