08-15-1989 VC SP-MMINUTES OF SPECSAL MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, AUGUST 15, 1489 1 Present: Judy M. Pierman, Mayor Jerry G. Gardner, Vice Mayor V. A. Marks, M.D., President Pro Tem AZ Moore, Councilman Tom Valente, Councilman Dennis W. Belly, Village Manager Alan A_*mour, Village Attorney Dolores R. Walker, Village Clerk ROLL CALL Mayor Pierman called the Special Meeting to order at 7:35 p.m the Council and the staff were present. GOLF COURSE STAGING AREA All members of President Pro Tem Marks moved to spend $1,000.00 to replace the existing concrete at the golf course staging area and $7,000.00 £or asphalting 1 through 8 and a portion of 2, per the schematic attached to the RCA dated August 11, 1989, copy of which is attached to the minutes of this meeting. The motion was seconded by Councilman Valente and passed unanimously. FORBES CONTRACT Vice Mayor Gardner moved that the present contract between Forbes Labor Relations and the Village not be renewed, and that a Request for Proposal be issued by the Village Manager for other labor relations services or labor attorney services. ' The motion was seconded by Councilman Moore and passed 4-1, with Mayor Pierman, Vice Mayor Gardner, Councilman Moore and Councilman Valente voting aye and President Pro Tem Marks voting nay. RULES AND REGULATIONS - NORTH PALM BEACH COUNTRY CLUB Councilman Moore moved to discuss the Rules and Regulations for the North Palm Beach Country Club. The motion was seconded by Vice Mayor Gardner and passed unanimously. There was a very lengthy discussion concerning the rules and regulations and Council instructed the Village Manager to make several revisions. These revised rules and regulations, along with the accompanying resolution, will be placed on the Regular Session Agenda of August 24, 1989. Councilman Moore left the meeting at 8:55 p.m. and returned at 9:00 p.m. RECESS The meeting was recessed at 9:40 p.m. and was reconvened at 9:50 p.m. WOODGRAPHICS CONTRACT - _ President Pro Tem Marks moved to rescind the Council action of July 31, 1989, ' on the Burco Sign Agreement. The motion was seconded by Councilman Valente and passed unanimously. Councilman Moore moved to rescind the January, 1988 Woodgraphics Agreement and enter into a new Agreement with Woodgraphics effective August 26, 1989, and authorize the Mayor to sign said Agreement. The motion was seconded by Vice Mayor Gardner and passed unanimously. NPB COUNTRY CLUB DRIVING RANGE BUILDING Councilman Valente moved to construct Building B, a 14 ft. by 14 ft. wood Frame building, with a 12 ft. garage door, water and electric service. ' President Pro Tem Marks moved that we place Building A (North Palm Beach Country Club Driving Range Building) on the floor for discussion. The motion was seconded by Vice Mayor Gardner and passed unanimously. After a lengthy discussion, the Village Manager instructed the Director of Public Services to come back with a breakdown of costs for Building "A" to determine potential cost reductions. RENOVATION OF RESTROOS4S N0. 3 AND 16 - NPB COUNTRY CLUB Councilman Valente moved to reconstruct No. 3 restrooms with block and stucco at a cost of $9,200; and renovate the No. 16 restroom at a cost of $3,000, for a total cost of $12,200, by appropriating necessary funds to Account No. 41-572- 111-66210 (Golf Course Maintenance - Construction & Major Renovation) per memo from C. R. O'Meilia dated July 12, 1988 (copy of which is attached to the minutes of this meeting). The motion was seconded by Councilman Moore and passed 4-1, with Vice Mayor Gardner, President Pro Tem Marks, Councilman Moore and Counci3.man Valente voting aye and Mayor Pierman voting nay. NPB COUNTRY CLUB MEMBERSHIP RATES President Pro Tem Marks moved to accept the gol£ membership rates, which have been workshopped, as submitted to us. (A copy of these rates is attached to the minutes of this meeting). The motion was seconded by Vice Mayor Gardner. ' Councilman Moore moved to amend the motion as follows: that Resident Junior Greens Fees be reduced to $4.50 for 18 holes and $2.50 for 9 holes. The motion was seconded by President Pro Tem Marks and passed unanimously. Thereafter Council voted on the main motion, as amended, which passed unanimously.
