04-13-1989 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALtd BEACH, FLORIDA HELD THURSDAY, APRIL 13, 1989 Present: Judy M. Pierman, Mayor Jerry G. Gardner, Vice Mayor ' V. A. Marks, M.D., President Pro Tem Al Moore, Councilman Tom Valente, Councilman Dennis W. Kelly, Village Manager Herhert L. Gildan, Village Attorney Shaukat Khan, Finance Director Dolores R. Walker, Village Clerk Mayor Pierman called the Regular Session to order at 7:32 p.m. All members of the Council and the staff were present. Vice Mayor Gardner gave the invocation and Councilman Moore led the Council and the public in the Pledge of Allegiance to the Flag. The Regular Session was recessed at 7:34 p.m. so that the Village Council could reconvene the Public Hearing on the Comprehensive Plan which began at 7:00 p.m. and ran over the half-hour which had been allotted for it. The Regular Session was reconvened at 9:08 p.m. All members of the Council and the staff were present. ' The Minutes of Regular Session held Thursday, March 23, 1989 were approved as written. Councilman Valente moved to withdraw Item 11 a (Resolution Establishing Policy for Council Memhers) from the regular session agenda and add it to the workshop session agenda. The motion was seconded by Vice Mayor Gardner and passed 3-2, with Mayor Pierman, Vice Mayor Gardner and Councilman Valente voting aye, and President Pro Tem Marks and Councilman Moore voting nay. The following minutes were accepted as written: Minutes of Library Advisory Board Meeting held February 28, 1989 Minutes of Regular Meeting of Planning Commission held March 7, 1989 Minutes of Recreation Advisory Board meeting held March 14, 1989 Minutes of Special Meeting of North Palm Beach Country Club Advisory Board held March 20, 1989 ' Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held March 21, 1989 Minutes of Special Meeting of Planning Commission held March 21, 1989 Councilman Valente moved to accept the recommendation of the Recreation Advisory Board that Council, as it considers land purchases in general, give serious thought to the purchase of the land immediately adjacent to the Community Center to the east and south and stretching to the Intracoastal in both directions, to allow for expansion of the community's recreation facilities and to insure that the Village 13as space for these activities, since ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE RECESS REGULAR SESSION RECONVENED APPROVAL OF MINUTES ITEM REMOVED FROM REGULAR & PLACED ON WORKSHOP ACCEPTANCE OF MINUTES REC. AD. BD. RECOMMENDATION ACCEPTED Minutes of Regular Session Held Thursday, April 13, 1989 Page 2 so much of the present recreational facilities are established on borrowed land which may be lost to the Village at some future time. The motion was seconded by Councilman Moore and passed unanimously. Councilman Moore moved to accept the recommendation of the CC AD. BD. ' Country Club Advisory Board that during the renovation, the golf RECOh1MENDATION course be recognized as a construction site wherein the golf ACCEPTED course will be closed for access to all persons except those involved in the construction and that signs to that effect be posted. The motion was seconded by President Pro Tem Marks and passed unanimously. President Pro Tem Marks moved that Bill No. 566 entitled: BILL 566 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SECOND AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL READING YEAR 1988-89 BY APPROPRIATION TRANSFER FROM THE COUNCIL CONTINGENCY FOR LEGAL ADVERTISING be placed on second reading and read by title alone. The motion was seconded by Vice Mayor Gardner and all present voted aye. President Pro Tem Marks moved that Bill No. 566 be adopted as BILL 566 Ordinance No. 9-89. The motion was seconded by Councilman Moore ADOPTED AS and all present voted aye. ORD. 9-89 Councilman Moore moved that Bill No. 567 entitled: BILL 567 PLACED ON AN ORDINANCE OF THE UILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST ' REPEALING ORDINANCE N0. 15-79 AND SECTION 6.18 OF THE READING VILLAGE CODE CONCERNING THE PALf4 BEACH COUNTY FAIR SHARE ORDINANCE be placed on first reading and read by title alone. The motion was seconded by Councilman Valente and all present voted aye. Councilman Moore made a motion to transfer $500.00 from Account TRANSFER OF FUNDS No. 10-519-061-49911 ( Council Contingency) to Account No. FROM COUNCIL CON- 10-524-031-34910 (Legal Advertising) for discussion only. The TINGENCY TO LEGAL motion was seconded by Vice Mayor Gardner and passed 4-1, with ADVERTISING Mayor Pierman, Vice Mayor Gardner, President Pro Tem Marks and Councilman Valente voting aye, and Councilman Moore voting nay. Item 12 b (Law Enforcement Officers' Liability Insurance Premium) ITEM REMOVED was removed from the Agenda. FROh1 AGENDA President Pro Tem Marks moved to appoint Mayor Pierman as a MAYOR & VICE regular Member and Vice Mayor Gardner as an alternate member to MAYOR APPOINTED the Palm Beach Countywide Beaches and Shores Council to represent TO BEACHES & the Village of North Palm Beach. The motion was seconded by Uice SHORES COUNCIL Mayor Gardner and passed unanimously. t Councilman Valente made a motion for membership for Dennis Kelly, MEMBERSHIP FOR D. Village Manager, in the Northern Palm Beach County Chamber of KELLY IN NORTHERN Commerce, the fee of $100.00 to be paid by the Village and P.B. CTY. CHAMBER expended from Account No. 10-511-011-34010 (Travel). The motion OF COMMERCE was seconded by President Pro Tem h1arks and passed 3-2, with Mayor Pierman, President Pro Tem Marks and Councilman Valente voting aye, and Vice Mayor Gardner and Councilman Moore voting nay.
