Baldwin, Deputy Village Clerk Mayor Mundt called the Regular Session to order at 7:35 p.m. All ROLL CALL members of the Council and the staff were present. INVOCATION & Councilttian Marks gave the invocation and Mayor Mundt led the PLEDGE OF Council and the public in the Pledge of Allegiance to the Flag. ALLEGIANCE The Minutes of Reqular Session held Thursday, August 25, 1988 8/25/88 MINUTES are corrected as follows: because of the lack of an APPROVED AS "extraordinary vote" of Council, (3-2), the question of CORRECTED relocation of the Herb Watt Building will not appear on the November bal],ot. Afour-fifths majority vote of the members of the Council would have been required to place this item on the ballot. Mayor Mundt, on behalf of the Village, presented a Proclamation PROCLAMATION- to Venetia Neerman of the Daughters of the American Revolution, CONSTITUTION proclaiming September 17 through 23 as "Constitution Week". WEER Mayor Mundt paid tribute to Robert "Curly" Thomas who died on TRIBUTE TO August 27 and expressed the Council's sympathy to his family. ROBERT THOMAS Mr. Thomas had been a member of the Volunteer Fire Department since 1972, and a Life Member since 1983. The following minutes were accepted as written: ACCEPTANCE OF MINUTES Minutes o£ Board of Adjustment Meeting held June 14, 1988 Agenda item 12b was moved to 9a. Councilman Marks moved to PBA CONTRACT ratify and authorize the Mayor to sign the contract between the APPROVED Palm Beach County Police Benevolent Association and the Village of North Palm Beach for the period October 1, 1988 to September 30, 1989. Vice Mayor Pierman seconded the motion and it passed unanimously. President Pro Tem Valente moved that Bill No. 546 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1987-88 BY APPROPRLATICN TRANSFER FROM THE COUNCIL CONTINGENCY ~ VARIOUS DEPARTMENTS TO COVER UNFORESEEN EXPENDITURES be placed on second reading and read by title alone. The motion was seconded by Councilman Gardner and passed unanimously. President Pro Tem Valente moved to adopt Bill No. 546 as Ordinance No. 22-88. The motion was seconded by Councilman Marks and passed unanimously. President Pro Tem Valente moved that Bill No. 547 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1987-88 BY APPROPRIATION TRANSFER FRv^M THE COUNCIL O~NTINGENCY FOR THE INNER~ITY FIRST AID SQUAD, INC. BILL 546 PLACED ON SECOND READING BILL 546 ADOPTED AS ORD. 22-88 MOTION TO PIACE BILL 547 ON SECOND READING Minutes of Regular Session_ Held Thursday, September 8, 1988 Page 2 be placed on second and read by title alone. The motion was seconded by Councilman Marks. Vice Mayor Pierman moved to amend Bill 547 by changing the figure MOTION TO to be transferred from $10,812.30 to $7,500.00. The motion was AMEND BILL 547 seconded by Councilman Gardner and carried 3-2 with Vice Mayor PASSED 3-2 Piennan, Councilman Gardner and Councilman Marks voting aye and Mayor Mundt and President Pro Tem Valente voting nay. Thereafter Council voted on the main motion which passed 4-1 with MAIN MOTION President Pro Tem Valente voting nay. PASSED 4-1 Councilman Marks moved to adopt Bill No. 547 as Ordinance No. ORD. 23-88 23-88. The motion was seconded by Vice. Mayor Piennan and passed ADOPTID 4-1 with President Pro Tem Valente voting nay. Councilman Marks moved that Bill-No. 548 entitled: BILL 548 PLACID ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SECOND READING AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1987-88 Zb APPROPRIATE FUND6 FOR ACCRUID BENEFITS FOR TERMINATED AND RETIRED EMPLOYEES be placed on second reading and read by title alone. The motion was seconded by President Pro Tem Valente and passed -- unanimously. Councilman Marks moved to adopt Bill No. 548 as Ordinance No. BILL 548 ADOPTED 24-88. The motion was seconded by Vice Mayor Pierman and passed AS ORD. 28-88 unanimously. President Pro Tem Valente moved that Bill No. 549 entitled: BILL 549 PLBCED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST READING ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1988, ~ SEPTEMBER 30, 1989, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREI~7ENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE. FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on first reading and read by title alone. The motion was seconded by Councilman Marks and passed unanimously. Vice Mayor Pierman moved to amend Bill No. 549 to remain at a 35 MOTION 1b hour workweek rather than the proposed 40 hour week. The motion AMEND DIED died for lack of a second. FOR LACK OF SECOND Councilman Gardner moved to amend Bill No. 549 as follows: to amend the budget to allow for the $100,000 payment to the MOTION TO Seacoast Utility Authority. Vice Mayor Pierman seconded the AMEND WITHDRAWN motion. After some discussion Councilman Gardner withdrew his motion. Councilman Gardner moved to amend Bill No. 549 to provide MOTICtV TO a capital line item in the amount of $8,600.00 to purchase a AMEND PASSED video and tape collection for the library. Councilman Marks 4-1 seconded the motion and it passed 4-1 with Mayor Mundt voting nay. Thereafter Council voted on the main motion which passed MAIN MOTION unanimously. PASSED 5-0 The meeting was recessed at 9:20 p.m. and reconvened at 9:34 RECESS p.m. ~__, Minutes of Regular Session Held Thursday, September 8, 1988 Page 3 Councilman Marks moved that Bill No. 550 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL YEAR 1987-88 BY APPROPRIATING FUND BALANCE FOR TENNIS COURT ' RENOVATION be placed on first reading. President Pro Tem Valente seconded the motion and it passed 4-1 with Councilman Gardner voting nay. President Pro Tem Valente moved that Resolution No. 23-88 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF BEMIS, INC., TERRE HAUTE, INDIANA, FOR 4,000 BOXES OF POLYETHYLENE BAGS IN THE AMOUNT OF $31,968, FRaM ACCOUNT NO. 10-000-000-14130 (INVENTORY - GARBAGE BAGS) be adopted. The motion was seconded by Vice Mayor Pierman and passed unanimously. Councilman Gardner moved to authorize the Mayor and the Village Clerk to sign the new contract between L12M and the Village of North Palm Beach for completion of the Village's Comprehensive Plan. Councilman Marks seconded the motion and it passed unanimously. BILL 550 PLACED ON FIRST READING RES. 23-88 ADOPTED CONTRACT WITH LRM Councilman Marks moved to transfer $4,000.00 fran Account No. TRANSFER OF 10-581-061-33110 (Seacoast Acquisition - Bond Underwriter) to FUNDS - SEACOAST ' Account No. 10-581-061-33120 (Seacoast Utility Authority), the UTILITY AUTHORITY Village's portion of Seacoast Utility Authority's initial budget of $20,000.00. President Pro Tem Valente seconded the motion and it passed unanimously. Vice Mayor Pierman moved to approve the 1988-89 Village HOLIDAY Employees' holiday schedule, copy of which is attached to the SCHEDULE minutes of this meeting. President Pro Tem Valente seconded the APPROVED motion and it passed unanimously. Councilman Marks moved that the Village proceed with the GOLF COURSE renovation of the golf course as planned except that the layout RENOVATION of the driving range and the back nine holes will remain essentially unchanged. Councilman Gardner seconded the motion. After sane discussion the motion passed 3-2 with President Pro Tem Valente and Mayor Mundt voting nay.
