09-06-1988 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIIY~ HELD TUESDAY, SEPTEMBER 6, 1988 1 l~ Present: Craig Mundt, Mayor Judy M. Pierman, Vice Mayor Tan Valente, President Pro Tem Jerry G. Gardner, Councilman V. A. Marks, M.D., Councilman Raymond J. Howland, Village Manager Iblores R. Walker, Village Clerk Shaukat Khan, Finance Director Absent: Herbert L. Gildan, Village Attorney Mayor Mundt called the Public Hearing to order at 8:00 p.m. All ROLL CALL members of the Council were present. All members of the staff were present except the Village Attorney. Also present was Shaukat Khan, Finance Director. The purpose of the Public Hearing is to hear the ca~anents of the PURPOSE OF public concerning the proposed .1988-89 operating budget, PUBLIC HEARING including the North Palm Beach Country Club. There was no legal notice of_this Public Hearing published. The NO LEGAL NOTICE TRIM (Truth in Millage) bill stipulated that the Palm Beach REQUIRED FOR FIRST County Tax Assessor send oat a Notice of Proposed Property Taxes PUBLIC HEARING ON to every owner of real property in the County. Therefore, it was BUDGET not necessary for the Village to publish legal notice- of this Public Hearing in the newspaper . The Council asked for coirenents from the public on the proposed General Fund Budget. The following persons posed several questions concerning the proposed 1988-89 General Fund Budget: In¢nanuel Grinn 536 Greenway Drive Al Moore 437 Oyster Road Jim Green 404 Inlet Road 1 Their questions were answered by the Village Council and the Village Manager. Wanda Peterson, 2615 Wabash Drive, asked that Council reinstate the $5,000.00 which was cut from the library budget for the video collection. The Council asked for caanents from the public on the proposed Country Club Budget. Blanche Lang, 414 Driftwood Road, asked for more low cost activity fees in the Village and more places to have activities. She felt that the Village youth and senior citizens were not being serviced in this respect. John Brooks, 917 Evergreen Drive, asked if tax money was going to be used to subsidize the renovation of the golf course. Mayor Mundt informed him that taxes will not be used for this purpose. John Whalen, 444 Prosperity Farms Road, felt that more radar is needed on Prosperity Farms Road because of the speeders. The Village Manager said that he will look into this.
