09-22-1988 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL, OF NORTH PALM BEACH, FLORIDA HELD 'THURSDAY, SEPTEMBER 22, 1988 Present: Craig Mundt, Mayor Judy M. Pierman, Vice Mayor ' Tan Valente, President Pro Tem Jerry G. Gardner, Councilman V. A. Marks, M. D., Councilman Raymond J. Howland, Village Manager Phillip G: Gildan, Village Attorney Iblores R. Walker, Village Clerk Shaukat Khan, Finance Director John Majewski, Country Club I~hninistrator Mayor Mundt called the Public Hearing to order at 7:00 p.m. All members of the Council were present. All members of the staff were present. Also present were Shaukat Khan, Finance Director, and John Majewski, Country Club Administrator. The purpose of the Public Hearing is to hear the caanents of the public concerning the proposed 1988-89' operating budget, including the North Palm Beach Country Club. Legal notices of the Public Hearing were published in the Palm Beach Post on September 19, 1988. Immanuel Grinn, 536 Greenway Drive, posed several questions on ' the proposed General Fund Budget. These questions were answered by the Village Council and the Village Manager. Harriet Nolan, 505 Ebbtide Drive, addressed the Country Club Budget and asked questions on the following: Club Dues Food and Beverage Golf Course Maintenance Administrative Golf Shop Clubhouse Grounds Golf Carts Debt Service Her questions were answered by the Village Council, Village Manager and Country Club Administrator. She also recaanended that Council not accept this budget tonight, but workshop it again and reduce the budget to be in line with the course being closed for one-half year. Al Moore, 437 Oyster Road, said he felt that the Council should reduce the millage and use more surplus funds. He-felt that Council should be looking at what is best for Village residents. Jim Cleveland, 716 Kittyhawk Way, said he cannot understand how Council is asking the residents of this Village to accept such a large tax increase. He also felt that the increase of rates at ' the North Palm Beach Country Club is exorbitant: He said that the major problem at the Country Club is poor management. He said he has lost confidence in the people sitting on the Village Council because of proposing a budget such as this There being no further cannents fran the public, President Pro Tem Valente moved that Resolution No. 24-88 entitled: ROLL CALL PURPOSE OF PUBLIC HEARING LEGAL NOTICES PUBLISHED COMMENTS FROM PUBLIC ON GEN. FUND & COUNTRY CLUB BUDGETS RES. 24-88 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, i ii Minutes of Public Hearing Held Thursday, September 22, 1988 Page 2 FLORIDA, LEVYING A TAX CN REAL AND PERSONAL PROPERTY LOCATED WITHIN T'HE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1988, FIXING THE TOTAL VALUATIGN THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. The motion was seconded by Councilman Marks and passed unanimously. Councilman Marks moved that Bill No. 549 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR CCTbBER 1, 1988, Zb SEPTEMBER 30, 1989, BOTH-INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. The motion was seconded by President Pro Tem Valente and passed unanimously. The Public Hearing was recessed at 8:15 p.m. and was reconvened at 8:27 p.m. President Pro Tem Valente moved that Bill No. 549 be adopted as Ordinance No. 25-88. The motion was seconded by Vice Mayor Piernian and passed unanimously.
