10-13-1988 VC REG-MMINUTES OF REGULZIR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORILYI HELD THURSDAY, OCTOBER 13, 1988 1 Minutes of Public Hearing held Thursday, September 22, 1988 Present: Craig Mundt, Mayor Judy M. Pierman, Vice Mayor Tan Valente, President Pro Tem Jerry G. Gardner, Councilman V. A. Marks, M.D., Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Regular Session to order at 7:30 p.m. All members of the Council and the staff were present. President Pro Tem Valente gave the invocation and Councilman Mark led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: I~L.L CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES Minutes of Regular Session_ held Thursday, September. 22, 1988 1 The following minutes were accepted as written: ACCEPTANCE OF MINUTES Minutes of Regular Meeting of Planning Commission held September 6, 1988 Minutes of Regular Meeting of Country Club Advisory Board held September 20, 1988 The Minutes of Library Advisory Board Meeeting held September 27, 1988 are being sent back for correction. Vice Mayor Pierman moved that we accept the recommendation of the Country Club Pdvisory Board as follows: that the Village Council allow individuals to reserve a tee-time not more than 24 hours in advance listing all members in the foursane, and only being allowed to make thier next reserved time after having canpleted play of the first. The motion was seconded by Councilman Gardner and passed 4-1, with Councilman Gardner opposed. CC AD. BD. ACCEPTED Concerning the recommendations of the Library Advisory Board LIBRARY BD. contained in the minutes of their September 27, 1988 meeting RECO"4MENDATI~TS regarding going back to a 35 hour workweek and an increase in the SEND BACK FOR non resident 6-month membership fee fran $12.50 to $15.00, it was PROPER PROCEDURE the consensus of the Council that the minutes be sent back for proper procedure. President Pro Tem Valente moved that Bill No. 552 entitled: BILL 552 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST READING AMENDING THE NORTH PALM BEACH GENERAL FUND BURET FOR FISCAL YEAR 1988-89 BY APPROPRL?1TI~7 TRANSFER FR~I THE COUNCIL OONTINGENCY FOR THE PUBLIC SAFETY PAY INCREMENTS, BONUSES AND UNIFORMS AND SHOES PER PB?1 CONTRACT be placed on first reading and read by title alone. The motion was seconded by Councilman Marks and passed unanimously. Minutes of Regular Session Held Thursday October 13, 1988 Page 2 Councilman Marks moved that Bill No. 533 entitled: BILL 553 PLACED ON AN ORDINANCE OF 7HE VILLAGE OF-NORTH PALM BEACH, FLORIDA, FIRST READIING AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR FISCAL ' YEAR 1988-89 BY APPROPRLATIIX~I TRANSFER FRavI THE RESERVE COLA AND FROM COUNCIL CONTINGENCY FOR SALARY INCREASE, RETROACTIVE TD OCTOBER 1, 1988 FOR NAGE AND PBA EMPLOYEES be placed on first reading and read by title alone The motion was seconded by President Pro Tem Valente and passed unanimously. President Pro Tem Valente moved that Resolution No. 27-88 RES. 27-88 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CERTIFYING THAT MONIES FROM THE EMS GRANT WILL IMPROVE AND EXPAND PRE-HOSPITAL SERVICES IN THE VILLAGE OF NORTH PALM BEACH AND THAT THE GRANT MONIES WILL NOT BE USED 'IT) SUPPLANT EXISTING PROVIDER'S EMS BUDGET ALLOCATION be adopted. The motion was seconded by Councilman Marks and passed unanimously. Councilman Gardner moved that Resolution No. 28-88 entitled: RES. 28-88 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REQUESTING THAT THE UNITED STATES CONGRESSIONAL DELEGATI~T OF THE STATE OF FLORIDA TAKE THE NECESSARY STEPS TU ENSURE CONTINUED FUTURE FUNDING FOR TWELVE OR MORE UNITED ' STATES AIR FORCE WC-130 AIRCRAFT OR SIMILARLY EQUIPPED AIRCRAFT FOR METEOROLOGICAL ANALYSIS OF STY)RM EVENTS IN THE INTEREST OF PUBLIC SAFETY AND WELFARE be adopted. The motion was seconded by Vice-Mayor Pierman and passed unanimously. Vice Mayor Pierman moved to authorize the Mayor and the Village EMPLOYMENT Clerk to sign the Employment Agreement between the Village of AGREEMENT -- North Palm Beach and Carole Kalogeropoulos, Tennis Professional -- TENNIS PRO at the North Palm Beach Country Club. The motion was seconded by Councilman Marks and passed unanimously. President Pro Tem Valente moved to transfer $15,692.00 from TRANSFER - Account No. 41-572-621-49915 (Reserve COLA and Benefits) to CC EMPLOYEES various accounts for Country Club employees' salary increases. SALARIES The motion was seconded by Vice Mayor Pierman and passed unanimously. Councilman Gardner moved that we ask the Village Manager to place ACTIOD7 TO BE ads and take any other action to find candidates to present to TAKEN RE VILLAGE Council for his replacement. The motion was seconded by MANAGER'S Councilman Marks and passed unanimously.
