11-10-1988 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, NOVEMBER 10, 1988 Present: Craig Mundt, Mayor Judy M. Pierman, Vice Mayor ' Tan Valente, A.-esident Pro Tem Jerry G: Gardner, Councilman V. A. Marks, M.D., Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Regular Session to order at 7:30 p.m. All members of the Council and the staff were present. Vice Mayor Pierman gave the invocation and President Pro Tem Valente led the Council and the public in the Pledge of Allegiance to the Flag. At the Regular Session of the Village Council held Thursday, October 27, 1988 two ordinances, Ordinance No. 28-88 and Ordinance No. 29-88 respectively, were adopted without having been advertised; therefore, they were invalid. These two ordinances will be submitted to Council for second reading and final adoption, after being properly advertised, at Council's Special Meeting of Monday, November 14, 1988. The Minutes of Regular Session held Thursday, October 27, 1988 were approved as written. ' Mayor Mundt, on behalf of the Village, presented a plaque to Ralph Travis for his outstanding service as a school guard fran April 21, 1975 to the present date. The Minutes of Regular Meeting of Country Club Advisory Board held October 18, 1988 were accepted as written. The Minutes of General Ea~loyees Pension Board Meeting held October 24, 1988 will be sent back for correction. Councilman Marks moved to approve the recommendation of the Country Club Advisory Board that Council approve the Palm Beach County WGA Team Play at the North Palm Beach Country Club through March 20, 1989. The motion was seconded by Vice Mayor Pierman and failed 1-4, with Councilman Marks voting aye and all other members of Council voting nay. Concerning the recommendation of the Country Club Advisory Board that Council approve the schedules of the WGA and the MGA as sulanitted, excluding any event on or after April 1, 1989 and that the MGA Scrambles scheduled for March 12, 1989 be deleted and to add mixed events for scheduling on January 8 and March 12, 1989, Councilman Marks moved to send back this recomnendation and the foregoing recommendation to the advisory board for dates. The motion was seconded by Councilman Gardner and passed unanimously. Councilman Marks moved that Resolution No. 32-88 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF CHOICE RESTAURANT EQUIPME[ST & SUPPLIES, WEST PALM BEACH, FLORIDA, FOR 57 TABLES AND 225 CHAIRS, WITH TRADE-IN OF 45 TABLES AND 105 CHAIRS, IN THE FOLLOWING AMOUNTS: NET PRICE FOR CHAIRS - $5,550.00; NET PRICE FOR TABLES - $4,791.00, TO BE EXPENDED FRCM ACCOUNT N0. 41-572-211-66421 (DINING ROOM TABLES AND CHAIRS) ROLL CALL INVOCATIQV & PLEDGE OF ALLEGIANCE INVALID ORDINANCES APPROVAL OF MINUTES PRESENTATION OF PLA4IIE - RALPH TRAVIS ACCEPTANCE OF MINUTES CC AD. The motion was seconded by Vice Mayor Pierman. During the discussion, Council determined that this was not a valid bid and, therefore, -when the vote was called the motion failed 0-5, with all members of Council voting nay. ' Councilman Gardner moved to reject all bids, as one bid exceeded BIAS the budgetary figure, and the other bid did not meet the REJECTED specifications and did not specify a delivery date. The motion was seconded by President Pro Tem Valente and passed unanimously. Councilman Gardner moved that Resolution No. 33-88 entitled: .MOTION ~ ADOPT RES. A RESOLUTION OF THE VILLAGE COUNCIL OE THE VILLAGE OF NORTH 33=88 PALM BEACH, FLORIDA, RECOMMENDING TO THE STATE AND FEDERAL DEPARTMENTS OF TRANSPORTATION THAT AN ALTERNATE ROUTE ~ U.S. 1 BE PROVIDED THROUGH NORTHERN PALM BEACH COUNTY 7tU PROTECT ROAD AND -BOAT TRAFFIC THAT INTERSECTS THE INTRACOASTAL WATEAidAY WITH U.S. 1 AND THEREBY PROTECT THE LIVES, PROPERTY AND WELL-BEING DF RESIDENCES AND BUSINESSES ALONG U.S. 1 IN NORTHERN PALM BEACH COUNTY be adopted. The motion was seconded by Councilman Marks. Councilman Marks moved to amend Resolution No. 33-88 as follows: RES. 33-88 In the twelth line of Section 1, delete the words "in North Palm AMENDED Beach." The motion was seconded by Councilman Gardner and passed unanimously. Thereafter Council voted on the main motion, as amended, which ' passed unanimously. President Pro Tem Valente moved to authorize the Mayor to sign, and the Village Clerk to attest, the Employment Agreement between the Village of North Palm Beach and Forbes Labor Relations Service. The motion was seconded by Councilman Marks and passed unanimously. Councilman Marks moved to authorize the Mayor to sign the Proposal fran Southeast Bank Leasing Canpany, subject to the Village Attorney's review of said Proposal, for leasing one fire truck and six sedan automobiles. The motion was seconded by Vice Mayor Pierman. President Pro Tem Valente moved to amend the motion as follows: that we drop the six autanobiles and lease only the fire truck. The motion died for lack of a second. MAIN MOTION, AS AMENDED PASSED 5-0 EMPLOYMENT AGREh3~fENT - FORBES LABOR RELATIONS SERVICE MOTION ~ AUTHORIZE MAYOR TO SIGN LEASE PROPOSAL FROM SOUTHEAST BANK MOTION DIED FOR LACK QF A SECOND Thereafter Council voted on the main motion which passed 4-1, MAIN MOTION with President Pro Tem Valente voting nay.
