03-10-1988 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 10, 1988 Present: Craig Mundt, Mayor Judy M. Pierman, Vice Mayor Tan Valente, President Pro Tem Jerry G. Gardner, Councilman V. A. Marks, M.D., Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the staff were present. Councilman Mundt gave the invocation and Vice Mayor Marks led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The organization of the Council is required by the Village COUNCIL Charter to be done at the next regular meeting of the Council ORGANIZATION following the election of any Councilman. Therefore, Council proceeded with its organization in accordance with Article III, Section 3, of the Village Charter. Mayor Tcm Valente passed the gavel to Vice Mayor Marks and CRAIG MUNDT nominated Craig Mundt for the office of Mayor of the Village of ELECTED MAYOR North Palm Beach. There being no further nominations, Craig Mundt was elected Mayor. ' Craig Mundt nominated Judy Pierman for the office of Vice Mayor JUDY PIERMAN of the Village of North Palm Beach. There being no further ELECTED VICE nominations, Judy Pierman was elected Vice Mayor. MAYOR Judy Pierman nominated V. A. Marks for the office of President V. A. MARKS Pro Tem of the Village of North Palm Beach. V. A. Marks declined DECLINED NOMINA- the nomination. TI~7 FOR PRES. PRO TEM Craig Mundt nominated Tom Valente for the office of President Pro TOM VALENTE Tem of the Village of North Palm Beach. There being no further ELECTED PRES. nominations, Tan Valente was elected President Pro Tem. PRO TEM The Village Manager placed the names of Craig Mundt as Mayor, PLACEMENT OF Judy Pierman as Vice Mayor, and Tan Valente as President Pro Tem NAMES ON RES. on proposed Resolution No. 11-88. 11-88 Councilman Mundt moved that Resolution No. 11-88 entitled: RES. 11-88 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING CERTAIN OFFICERS FOR SUCH VILLAGE be adopted. The motion was seconded by President Pro Tem Pierman and passed 4-1, with Vice Mayor Marks opposed. The Village Clerk administered the Oath of Office to Mayor Mundt, OATHS OF Vice Mayor Pierman and President Pro Tem Valente. These oaths OFFICE are in accordance with Section 2-41 of the Village Code and shall AI~7INISTERED be spread upon the minutes of the Council. Former Mayor Valente turned the gavel over to Mayor Mundt. OF MINUTES The Minutes of Regular Meeting of Country Club Advisory Board ACCEPTANCE OF held February 16, 1988 were accepted as written. MINUTES President Pro Tem Valente moved that we accept the recommendation CC AD. BD. of the Country Club Advisory Board that the Council direct the RECOMMENDATION Village Manager to furnish the Advisory Board with adequate and ACCEPTID accurate information pertaining to daily starting times and course utilization on a monthly basis. The motion was seconded by Vice Mayor Pierman and passed unanimously. President Pro Tem Valente moved that Ordinance No. 3-88 ORD. 3-88 entitled: p~~D ~ SECOND AN ORDINANCE OF THE VILLAGE OF NORTH PAIM BEACH, FTARIDA, READING ANNEXING 'IY) THE VILLAGE CERTAIN AREAS OF PROPERTY; PROVIDING A LEGAL DESCRIPTION OF THE PROPERTY PROPOSED ~ BE ANNEXED; REDEFINING THE BOUNDARIES OF THE VILLAGE Ta INCLUDE SAID PROPERTY; AND PROVIDING AN EFFECTIVE DATE be placed on second reading and read by title alone. The motion was seconded by Councilman Marks and passed unanimously. President Pro Tem Valente moved that Ordinance No. 3-88 be ORD. 3-88 adopted. The motion was seconded by Councilman Marks and passed ADOPTED unanimously. ' President Pro Tem Valente moved to transfer $1,698.00 from TRANSFER OF Account No. 10-519-061-49911 (Council Contingency) to Account No. FUNDS -'AD. BD. 10-511-011-34990 (Advisory Board Dinner). The motion was DINNER seconded by Vice Mayor Pierman and passed unanimously. President Pro Tem Ualente moved to authorize the Mayor to execute MOTION RE that certain Agreement between the Village of North Palm Beach DRIVING RANGE and Peter Finlayson for operation of the driving range at the LEASE North Palm Beach Country Club. The motion was seconded by Councilman Marks. Councilman Gardner moved to amend the motion as follows: That we MOTICN ~ enter into an Agreement with Peter Finlayson for three months, AMEND FAILED and then on a month-to-month basis thereafter. Mayor Mundt 2-3 passed the gavel to Vice Mayor Pierman and seconded the motion. The motion failed 2-3, with Mayor Mundt and Councilman Gardner voting aye, and Vice Mayor Pierman, President Pro Tem Valente and ' Councilman Marks voting nay. Thereafter Council voted on the main motion which passed MAIN MOTION unanimously. PASSED 5-0 Vice Mayor Pierman returned the gavel to Mayor Mundt. For the record, Vice Mayor Pierman has laryngitis and, therefore, ' cannot be heard on the tape of this meeting.
