02-25-1988 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, FEBRUARY 25, 1988 Present: Tan Valente, Mayor V. A. Marks, M.D., Vice Mayor Judy M. Pierman, President Pro Tem Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROIL CALL All members of the Council and the staff were present. Mayor Valente gave the invocation and Vice Mayor Marks led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: APPROVAL OF MINUTES Minutes of Regular Session held Thursday, February 11, 1988 Minutes of Public Hearing on the proposed acquisition of Seacoast Utilities held Tuesday, February 16, 1988 Minutes of Eanergency Session regarding submission of bid for purchase of Seacoast Utilities held February 16, 1988 Minutes of Emergency Session regarding negotiation of annexation law suit between MacArthur Foundation and the Village held February 16, 1988 The following minutes were accepted as written: ACCEPTANCE OF MINUTES Minutes of Library Advisory Board Meeting held January 26, 1988 Minutes of Meeting of General hlnployees Pension Board held January 29, 1988 Minutes of Code Enforcement Board Meeting held February 1, 1988 The following minutes were accepted as corrected: Minutes of Recreation Advisory Board Meeting held February 9 1988 Vice Mayor Marks moved that Ordinance No. 3-88 entitled: ORD. 3-88 PLACID ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FTARIDA, FIRST READING ANNEXING Ta THE VILLAGE CERTAIN AREAS OF PROPERTY; PROVIDING A LEGAL. DESCRIPTION OF THE PROPERTY PROPOSED TO BE ANNEXED; ' REDEFINING THE BOUNDARIES OF THE VILLAGE TO INCLUIJE SAID PROPERTY; AND PROVIDING AN EFFECTIVE DATE be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. President Pro Tem Pierman moved that Resolution No. 9-88 RES. 9-88 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUESTING THAT THE STATE LEGISLATURE Minutes of Regular Session Held Thursday, February 25, 1988 Page 2 UTILIZE CERTAIN OF THE FUNDS IN THE STATE INFRASTRUCTURE TRUST FUND FOR MATCHING GRANTS TO LOCAL GOVER[~IENTS Zb ASSIST IN MEETING THE REQUIREMENTS FOR INFRASTRUCTURE AS SET FORTH IN SECTION 163.3177, FLARI11~1 STATUTES, RELATIVE TO ' REQUIRED COMPREHENSIVE DEVELOPMENT PLANS; AUTHORIZING THE VILLAGE CLERK TO FURNISH COPIES OF THIS RESOLUII(~I ~ THE LEGISLATIVE DELEGATION OF PALM BEACH COUNTY, THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, THE MUNICIPALITIES WITHIN PALM BEACH COUNTY, THE GOVERNOR AND CABINET OF THE STATE OF FLORIDA, THE PRESIDENT OF THE SENATE, AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES be adopted. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mays moved to waive the $500.00 fee from Festival of the Arts for use of the North Palm Beach Country Club on February 20 and 21, 1988. The motion was seconded by Councilman Mundt and passed 4-1, with Vice Mayor Marks opposed.
