09-08-1987 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, SEPTEMBER 8, 1987 1 1 Present: Tan Ualente, Mayor V. A. Marks, M.D., Vice Mayor Judy M. Pierman, President Pro Tem Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Dolores R. Walker, Village Clerk Shaukat Khan, Finance Director Steve Sandusky, Country Club Administrator Mayor Valente called the Public Hearing to order at 7:00 p.m. Al ROLL CALL members of the Council were present except Councilman Mays who arrived at 7:03 p.m. All members of the staff were present except the Village Attorney. Also present were Shaukat Khan, Finance Director and Steve Sandusky, Country Club Administrator. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning the proposed 1987-88 operating budget, PUBLIC HEARING including the North Palm Beach Country Club. There was no legal notice of this Public Hearing published. The NO LEGAL NOTICE TRIM (Truth in Millage) bill stipulated that the Palm Beach REQUIRID FOR FIRST County Tax Assessor send out a Notice of Proposed Property Taxes PUBLIC HEARING ON to every owner of real property in the County. Therefore, it was BUDGES not necessary for the Village to publish legal notice of this Public Hearing in the newspaper. Mr. Immanual Grinn, 536 Greenway Drive, posed the only question on the general fund budget. He wanted to know why $7,000 was cut from the book budget of the North Palm Beach Library and complained about the $7,000.00 being spent on fireworks for the Bicentennial Constitution Celebration. The Village Council and Village Manager answered Mr. Grinn on the foregoing. There was a large group of members of the North Palm Beach Country Club present concerning the $1.00 user's fee for walkers which is being proposed in the 1987-88 country club budget. The following persons were in favor of the fee: Foster Carroll, 100 Shore Court, Apt. 301A North Palm Beach, FL Lucia Traugott, 721 Pelican Way North Palm Beach, FL Robert Southall, 545 Overlook Drive North Palm Beach, FL Reg Grant 100 Shore Court, Apt. lOlA North Palm Beach, FL The following persons were against the fee: COMMENTS FROM TS3E PUBLIC Ernie Waterhouse 122 Lakeshore Drive North Palm Beach, FL Minutes of Public Hearing Held Tuesday, September 8, 1987 Page 2 u 1 1 Arthur Loretto 105 Paradise Harbour Blvd. North Palm Beach, FL Winthrop Johns 29 Yacht Club Drive North Palm Beach, FL Dick Bingham 120 Lakeshore Drive North Palm Beach, FL Scott Hartle 636 Pilot Road North Palm Beach, FL Winn Ott Ttie Waterford Juno Beach, FL Jim Green 404 Inlet Road North Palm Beach, FL Immanuel Grinn, 536 Greenway Drive, did not object to the $1.00 user's fee but felt the cart fee should be increased only $1.00. Chuck Weston, 832 Cinnamon Road, was opposed to the $1.00 user's fee for Junior Golfers. He was told by Council that there is no fee for Juniors. There were no comments from the Council at the Public Hearing.
