09-10-1987 VC REG-MMINUTES OF REGULAR SESSION OF TfiE VILLAGE CWNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 10, 1987 Present: Tan Ualente, Mayor V. A. Marks, M.D., Vice Mayor ' Judy M. Pierman, President Pro Tem Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the staff were present. The Council and the Manager were dressed in colonial attire at this -- evening's meeting in cacmiemoration of the 200th anniversary of the U. S. Constitution. Mayor Valente gave the invocation and Vice Mayor Marks led the INVOCATION Council and the public in the Pledge of Allegiance to the Flag. & PLEDGE OF ALLEGIANCE The following minutes were approved as written: APPROVAL OF MINUTES Minutes of Public Hearing held Thursday, August 27, 1987 ' Minutes of Regular Session held Thursday, August 27, 1987 Vice Mayor Marks, Chairman of the Bicentennial Constitution PROCLAMATION - Comnittee, read the Proclamation on "Constitution Week" which "CONSTITUTION will be exhibited at the North Palm Beach Library. MARKS Mayor Valente, on behalf of the Village, presented a Proclamation on "Constitution Week" - September 17 through 23, 1987 - to Iva Ramsey, a member of the Daughters of the American Revolution. The Minutes of Bicentennial Constitution Committee Meeting held August 24, 1987 were accepted as written. Councilman Mundt moved that Bill No. 513 entitled: AN ORDINANCE OF THE VILLT~GE OF NORTH PALM BEACH, FLORIDA, AI@4EI~7DING CHAPTER 2, ART. IV, SECTION 2-164, RETIREMENT BOARD ESTABLISHED, OF THE VILLAGE OF NORTH PALM BEAQ3 CODE PROVIDING FOR ELECTION OF CHAIRMAN; AND PROVIDING AN EFFECTIVE IYaTE PROCLAMATION - "CONSTIT[JTION WEEK" PRESENTED ~ TVA RAMSEY, A MEMBER OF DAR ACCEPTANCE OF MINUTES BZLL 513 PLACED ON SECOND READING ' be placed on second reading and read by title alone. The motion was seconded by Councilman Mays and passed unanimously. Vice Mayor Marks moved that Bill No. 513 be adopted as Ordinance BILL 513 No. 14-87. The motion was seconded by Councilman Mundt and ADOPTED AS passed unanimously. ORD. 14-87 Councilman Mundt moved that Bill No. 515 entitled: BILL. 515. PLACED ON AN ORDINANCE OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FIRST READING FLORIDA, AMENDING THE .PLANNED UNIT DEVELOPMENT PROVISIONS 1 1 Minutes of Regular Session Held Thursday, September 10, 1987 Page 3 Councilman Mays moved that we authorize the Mayor to execute those certain contracts with AT&T for new telephones for the Village Hall and other departments. The motion was seconded by Vice Mayor Marks and passed unanimously. Vice Mayor Marks moved that we authorize the Mayor to sign the permit for dredging and filling at John D. MacArthur Beach State Park. The motion was seconded by Councilman Mundt and passed unanimously. Vice Mayor Marks moved that we transfer $15,000.00 from Account No. 10-519-061-49911 (Council Contingency) to Account No. 10-514-015-33112 (Legal Services). The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that Bill No. 516 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1987, ~ SEPTEMBER 30, 1988, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on first reading and read by title alone. The motion was seconded by Vice Mayor Marks and passed unanimously. BILL 516 PLACID ON FIRST READING Councilman Mays nominated Glenn Packer for appointment to the NOMINATIONS FOR Country Club Advisory Board. Councilman Mundt nominated Richard MEMBERS OF COL7NTRY Uoss. President Pro Tem Pierman nominated Richard Bingham. Vice CLUB ADVISORY Mayor Marks nominated George Finney. Councilman Mays moved that BOARD nominations be closed. The motion was seconded by Councilman Mundt and passed unanimously. After the ballots were counted it was determined that Richard R. VOSS & Voss and Glenn Packer were appointed to the Country Club Advisory G. PACKER Board. AP~INI'ED Since there was one appointment for a one-year term and one VOSS APPOINTED appointment for a two-year term, Councilman Mays moved that FOR 2 YEARS; Richard Voss be appointed for a term ending May 1, 1989. The PACKER APPOINTED motion was seconded by Councilman Mundt and passed unanimously. FOR 1 YEAR Therefore, Glenn Packer was appointed for a term ending May 1, 1988. The ballots shall be attached to the minutes of this meeting. Councilman Mays moved that Resolution No. 29-87 entitled: RES. 29-87 ALbPTED A RESOLUTION OF THE VILLAGE CIX7NCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE COUNTRY CL~[TB ADVISORY --- BOARD OF THE VILLAGE OF NORTH PALM BEACH be adopted. The motion was seconded by President Pro Tem Pierman and passed unanimously. Councilman Mundt moved that we transfer $13,180.00 fran Account TRANSFER OF No. 10-519-061-49911 (Council Contingency) to Account No. PUPILS FOR FIRE 10-522-022-66410 (Automotive) for the purchase of a new car for CHIEF'S CAR the Fire Chief. The motion was seconded by Vice Mayor Marks and passed unanimously. Councilman Mundt moved that Resolution No. 30-87 entitled: RES. 30-87 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTfi PALM BEACH, FLORIDA, ACCEPTING THE BID OF DDN REID FORD, MAITIAND, FLORIIIA, FOR ONE 1988 LTD CROWN VICTORIA - POLICE PACKAGE - IN THE AMOUNT OF $13,180.00 FROM ACCOUNT N0. 10-522-022-66410 (AUTOMOTIVE) be adopted. The motion was seconded by Councilman Mays and passed unanimously.
