05-14-1987 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 14, 1987 Present: Tom Valente, Mayor V. A. Marks, M.D., Vice Mayor ' Judy M. Pierman, President Pro Tem Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman C. R. O'Meilia, Acting Village Manager Dolores R. Walker, Village Clerk Absent: Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Mayor Valente called the Public Hearing Hearing.to order at 7:15 ROLL CALL p.m. All members of the Council were present except Councilman Mays, who arrived at 7:18 p.m. All members of the staff were present except the Village Manager, who is ill, and the Village Attorney. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning Bill No. 509, a proposed ordinance amending the PUBLIC HEARING North Palm Beach general fund budget for fiscal year 1986-87 by appropriation transfer from surplus to fund the Waterway Patrol. Legal notice of the Public Hearing was published in the Palm LEGAL NOTICE Beach Post on May 1, 1987 and was posted according to law. OF PUBLIC ' HEARING Mr. Donald Kazimir, 106 Gulfstream Road, said the amount of COMMENTS FROM the expenditure for the boat for waterway patrol seemed THE PUBLIC excessive to him. He felt a smaller, less expensive boat would do the job. Mr. Frank Hurst, 629 Inlet Road, said he had heard we are looking for a 22 ft. boat. His opinion is that a 17 ft. or 18 ft. boat is sufficient for patrolling our waters. Mayor Valente informed Messrs. Kazimir and Hurst that we are not MAYOR VALENTE'S here tonight to discuss the size of the boat to be used in our COMMENTS waterway patrol program. What needs to be addressed tonight is the fact that we are spending money that is not a budgeted item, transferring it from surplus to another account and, according to law, we cannot do this without having a Public Hearing first. Thereafter we will decide if we will, or will not, fund the waterway patrol program. ` There were no comments from the Council concerning Bill No. NO COMMENTS 509 at the Public Hearing.
