06-25-1987 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 25, 1987 Present: Tom Valente, Mayor V. A. Marks, M.D., Vice Mayor Judy M. Pierman, President Pro Tem ' Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Phillip C. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. All members of the Council and the staff were present. Mayor Valente gave the invocation and Vice Mayor Marks led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: Minutes of Special Session of Canvassing Board held Thursday, June 11, 1987 Minutes of Regular Session held Thursday, June 11, 1987 The following minutes were accepted as written: Minutes of Library Advisory Board Meeting held May 26, 1987 Minutes of Recreation Advisory Board Meeting held June 9, 1987 Minutes of Pension Board Meeting for Police/Fire Employees held June 18, 1987 ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES Councilman Mundt moved that we not approve the recommendation of REC. AD. BD. the Recreation Advisory Board that Council look into the -RECOMMENDATION possibility of securing a portable building to be used by the NOT APPROVED Village Players during plays and for a meeting roam for other Village organizations. The motion was seconded by Vice Mayor Marks and passed unanimously. Councilman Mays moved that we approve the recommendation of the REC. AD. BD. Recreation Advisory Board that their meetings be held at the RECOMMENDATION Community Center for August, at Osborne Park for September, and APPROVED at Anchorage Park for October. The motion was seconded by President Pro Tem Pierman and passed 4-1, with Vice Mayor Marks opposed. Councilman Mays nominated Walt Reichert as the pool DR. MARTYAK representative for the Country Club Study Commi ttee. Vice Mayor APPOINTED POOL ' Marks nominated Dr. Steve Martyak. After the ballots were REP FOR CC counted it was determined that Dr. Mart yak was appointed to the STUDY COMMITTEE Committee as the pool representative. Vice Mayor Marks nominated Larry Klein as the tennis DEBBY DIAZ representative for the Country Club Study Comm ittee. President APPOINTED TENNIS Pro Tem Pierman nominated Deborah Diaz. Councilman Mays REP FOR CC nominated Dean Dzickowski. After the ballots were counted it was STUDY COMMITTEE determined that Deborah Diaz was appointed to the Committee as the tennis representative. Minutes of Regular Session Held Thursday, June 25, 1987 Page 2 r Councilman Mundt nominated Al Fasulo as the resident non-club member for appointment to the Country Club Study Committee. Vice Mayor Marks nominated Dr. Milton Tignor. Mayor Valente nominated Don Cluett. There being no further nominations, Al Fasulo, Dr. Milton Tignor and Don Cluett were unanimously appointed to the Country Club Study Committee as resident, non-club members. The Village Manager placed the names of -all the appointments on proposed Resolution No. 20-87. Vice Mayor Marks moved that Resolution No. 20-87 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING A COUNTRY CLUB STUDY COMMITTEE; SETTING FORTH THE COMPOSITION OF SAID COMMITTEE AND THE DUTIES AND RESPONSIBILITIES OF SAID COMMITTEE be adopted. The motion was seconded by Councilman Mundt. President Pro Tem Pierman moved to amend the motion as follows: In the second paragraph of page one, after the words other recreation areas, add advisory boards. The motion died for lack of a second. Thereafter Council voted on the original motion which passed unanimously. Councilman Mundt and Councilman Mays nominated Amy Dowds for appointment as Second Alternate to the Planning Commission. Vice ' Mayor Marks nominated Gail Vastola. After the ballots were counted it was determined that Amy Dowds was appointed Second Alternate to the Planning Commission. The Council unanimously concurred that Gary Brandenburg who was the Second Alternate on the Planning Commission be appointed First Alternate. Councilman Mays moved that Resolution No. 21-87 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING A FIRST AND SECOND ALTERNATE MEMBER TO THE PLANNING COMMISSION OF THE VILLAGE OF NORTH PALM BEACH be adopted. The motion was seconded by Vice Mayor Marks and passed unanimously. Mr. Ed Elliott was unanimously appointed by Council as Chairman of the Pension Board for Fire and Police Employees of the Village of North Palm Beach. Councilman Mundt moved that Resolution No. 22-87 entitled: ' A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING A CHAIRMAN TO THE PENSION BOARD FOR FIRE AND POLICE EMPLOYEES OF THE VILLAGE OF NORTH PALM BEACH be adopted. The motion was seconded by Vice Mayor Marks and passed unanimously. AL FASULO, M. TIGNOR & D. CLUETT APPOINTED NON CLUB RESIDENT MEMBERS TO CC STUDY COMMITTEE NAMES PLACED ON PROPOSED RES. MOTION TO ADOPT RES. 20-87 MOTION TO AMEND DIED FOR LACK OF A SECOND ORIGINAL MOTION PASSID 5-0 A. DOWDS APPOINTID 2ND ALTERNATE TO PLANNING COMM. G. BRANDENBURG APPOINTED 1ST ALTERNATE TO PLANNING COMM. RES. 21-87 ADOPTED E. ELLIOTT APPOINTED CHAIRMAN OF FIRE/POLICE EMPLOYEES RES. 22-87 ADOPTED All of the ballots cast shall be attached to the minutes of this meeting. ._ C 1 1 Minutes of Regular Session Held Thursday, June 25, 1987 Page 3 Vice Mayor Marks moved that Resolution No. 23-87 entitled: RES. 23-87 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING SHAUKAT RHAN AS VILLAGE TREASURER EFFECTIVE JUNE 24, 1987 be adopted. The motion was seconded by Councilman Mays and passed unanimously. Vice Mayor Marks moved that we transfer $10,000.00 from Account TRANSFER OF FUNDS, No. 10-519-061-49911 (Council Contingency) to Account No. BICENTENNIAL 10-511-011-34991 (Bicentennial Constitution Celebration) to fund CONSTITUTION COMM. the budget of the Bicentennial Constitution Committee. The motion was seconded by Councilman Mays and passed unanimously. President Pro Tem Piexman moved that we allow nonresident, LIBRARY Village employees to use the North Palm Beach Library on a PRIVILEGES one-year trial basis. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that we appoint Shaukat Khan as Pension S. KHAN Administrator for the Village of North Palm Beach. The motion APPOINTED , was seconded by Vice Mayor Marks and passed unanimously.
