06-11-1987 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 11, 1987 Present: Tom Valente, Mayor Kenneth H. Mays, D.M.D., Councilman ' Craig Mundt, Councilman Raymond J. Howland, Village Manager Phillip C. Gildan, Village Attorney Dolores R. Walker, Village Clerk Absent: V. A. Marks, M.D., Vice Mayor Judy M. Pierman, President Pro Tem Mayor Valente called the Regular Session to order at 7:30 p.m. All members of Council were present except Vice Mayor Marks and President Pro Tem Pierman who were out of town. All members of the staff were present. Councilman Mays gave the invocation and Mayor Valente led the Council and the public in the Pledge of Allegiance to the Flag. The Minutes of Regular Session held Thursday, June 11, 1987 were approved as written. The following minutes were accepted as written: Minutes of Pension Board Meeting for Police/Fire Employees held March 10, 1987 Minutes of Regular Meeting of Planning Commission held May 5, 1987 Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held May 19, 1987 Councilman Mays moved that we accept the recommendation of the Country Club Advisory Board that Council instruct the Village Manager to furnish a light at the pool area during the evening. The motion was seconded by Councilman Mundt and passed unanimously. ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES CC AD. BD. RECOMMENDATION ACCEPTED There was no action taken on the Country Club Advisory Board's NO ACTION recommendation that Council instruct the Village Manager to look ON CC AD. BD. now for other potential lessees or a manager sort type situation RECOMMENDATION at the Country Club at the expiration of the present lease because the Village Manager advised the Council that this was being done. Mayor Valente passed the gavel to Councilman Mundt and moved that we do not accept the recommendation of the Country Club Advisory Board that salary and fringe benefits of Club Administrator be superior to that of Greens Superintendent, and that a definitive statement be made delineating the Club Administrator's job description and supervision of activities. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt returned the gavel to Mayor Valente. Councilman Mundt moved that we do not accept the recommendation of the Country Club Advisory Board that upon seeking advice of the Village Attorney, the Village Manager should be instructed to end unsupervised swimming in the pool. The motion was seconded by Councilman Mays and passed unanimously. CC AD. BD. RECOMMENDATION NOT ACCEPTED CC AD. BD. RECOMMENDATION NOT ACCEPTED Minutes of Regular Session Held Thursday, June 11, 1987 Page 2 Councilman Mundt moved that Bill No. 510 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1986-87 BY APPROPRIATION TRANSFER FROM THE ROF FUND FOR RESTAURANT INSURANCE PREMIUM be placed on second reading and read by title alone. The motion was seconded by Councilman Mays and passed unanimously. Councilman Mundt moved that Bill No. 510 be adopted as Ordinance No. 10-87. The motion was seconded by Councilman Mays and passed unanimously. Councilman Mays moved that Bill No. 511 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1986-87 BY APPROPRIATION TRANSFER FROM THE ROF FUND FOR RESTAURANT COMPENSATION FOR JUNE, JULY, AUGUST, AND SEPTEMBER, 1987 be placed on second reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mays moved that Bill No. 511 be adopted as Ordinance No. 11-87. The motion was seconded by Councilman Mundt and passed unanimously. ' Councilman Mays moved that Resolution No. 79-87 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING AN AD HOC BICENTENNIAL CONSTITUTION COMMITTEE; SETTING FORTH THE COMPOSITION OF SAID COMMITTEE AND THE DUTIES AND RESPONSIBILITIES OF SAID COMMITTEE be adopted. The motion was seconded by Councilman Mundt. Councilman Mundt moved to amend the motion by adding the names of Tom Valente and Craig Mundt to Resolution No. 19-87 as members of the Bicentennial Constitution Committee. The motion was seconded by Councilman Mays and passed unanimously. Thereafter Council voted on the main motion, as amended, which passed unanimously. Councilman Mays moved that we authorize the Mayor to sign the Agreement between the Village of North Palm Beach and the Department of Community Affairs regarding a coastal management element for our Local Government Comprehensive Plan. The motion was seconded by Councilman Mundt and passed unanimously.
